Sealed separate bids for the construction of the Booster Pump Station Skid and Controls at Highway 412 Water Tank for Water Distribution System Pressure Stabilization to serve the City of Cotter, Arkansas, will be received by the City of Cotter, Baxter County, Arkansas, until 2:00 p.m. local time on October 26th, 2023. Bids will be submitted online through QuestCDN VirtuBid. The submitted VirtuBid will be opened and read aloud.
The project consists of the following:
• Purchase and install a quadplex booster pump skid and controls to be installed at the Highway 412 tank site.
• All appurtenances necessary for a complete installation, as specified and shown on the Plans.
Information for Bidders, Bid Forms, Form of Contract, Plans and Specifications, Bid Bond Form, Performance and Payment Bond Forms, and other Contract Documents may be examined at the following locations: Engineering Services, Inc., 1207 S. Old Missouri Road, Springdale, Arkansas 72765, QuestCDN and City of Cotter, Arkansas, 115 McClean Avenue, Arkansas 72626. Copies of the Contract Documents may be obtained online at engineeringservices.com or QuestCDN upon payment of $40 for each set or at the office of Engineering Services, Inc. located at 1207 S. Old Missouri Road, Springdale, Arkansas 72765 upon payment of $100 for each set. Neither Owner nor Engineer will be responsible for Bidding Documents, including Addenda, if any, obtained from sources other than the designated website.
Each bidder must deposit with his bid, security in the amount for and subject to the conditions provided in the Information for Bidders.
The Owner reserves the right to waive any informality or to reject any or all bids.
This contract is subject to applicable labor laws (Except Davis Bacon), non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962, the American Rescue Plan Act of 2021, and Title VI of the Civil Rights Act of 1964 also apply. The Uniform Grant Guidance including the Domestic Preference provisions §200.322, apply to this project. Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution. Project is subject to 2 C.F.R. Part 180 (excluded parties both contractors and sub-contractors) and Treasury’s implementing regulation at 31 C.F.R. Part 19.
No Bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.
