General Notice
HEBER SPRINGS WATER & WASTEWATER UTILITY (Owner) is requesting Bids for the construction of the following Project:
HSWS WTP IMPROVEMENTS
04-22-04
Bids for the construction of the Project will be received at the Offices of the Heber Springs Water and Wastewater Utility located at 1108 W. Front St., Heber Springs, AR 72543 until Thursday, February 22, 2024 at 10:00 a.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
1. the installation of two (2) microfiltration membrane skids and associated tanks, piping, valves, control panels, and ancillary equipment, supplied by membrane supplier (Aria-Filtra)
2. the installation of process piping and valves as indicated and supplied by membrane supplier
3. the furnishing and installation of drain and process piping outside of membrane supplier scope
4. the installation of additional modules on existing membrane skids
5. mobilization and demobilization
6. clearing, grubbing, earthwork, seeding, and erosion control
7. site grading
8. electrical and controls work
9. miscellaneous appurtenances
10. safety systems
11. items of construction work and/or materials not specifically addressed herein, but nonetheless required for a complete, operating, and acceptable installation of the work, shall be considered subsidiary to the lump sum bid item, and the cost thereof shall be considered to be included.
Bids are requested for the following Contract: HSWS WTP Improvements
The Project has an expected duration of 180 days. Bids must be submitted with a bid bond in the amount of 5% of the amount bid.

Information and Bidding Documents for the Project can be found at the following designated website:

Project plans and technical specifications may be downloaded from the designated website, free of charge, to allow prospective bidders to determine if they would like to bid the project. Bidding Documents required for the submission of a bid must be purchased from the issuing office (printed copies) or downloaded from QuestCDN, as detailed below. All official notifications, addenda, and other Bidding Documents will be offered only through these sources. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated sources.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 7 a.m. to 5 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen. Bidding Documents are available for purchase in the following formats:

Pre-bid Conference
No Pre-bid Conference will be held for this project.

Owner may reject any and all bids and may waive any formalities.
