Sealed bids for electrical work necessary to complete a closed circuit security camera system for the Little Rock Port Authority, will be received until January 3, 2023 at 10:30 am, at which time bids will be publicly opened and read aloud. This work is being conducted under a grant from the U.S. Department of Homeland Security FY2021 Port Security Grant Program. A copy of the specifications can be obtained from James Firestone ( jfirestone@portoflittlerock.com ), 501.490.1468. Bids may be submitted by mail or in person.
Selected contractor will furnish material and labor needed for camera installation. Work will include installation of weatherproof receptacles for wireless radio equipment that will transmit and receive data to network video recorders. Work will include making attachments to thirteen Entergy-owned poles that may only be performed by use of an elevated platform or bucket truck. Equipment will also be located at Warehouse A at the Tiger Dock, on LRPA railroad crossing signal masts at Fourche Dam Pike, radio tower located at Port Fire Station #4, Gavilon tower at main river dock, and Pulaski Tech Business and Industry Center. All attachments shall comply with the National Electrical Safety Code.
Proposals shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount not less than 5% of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payments bonds within 10 days after notice of award of Contract. Such bid guarantee shall be made payable to Little Rock Port Authority.
The successful bidder must furnish a performance and payment bond upon the form provided in the amount of 100% of the contract price from an approved surety company holding a permit from the State of Arkansas to act as a surety, or other surety or sureties acceptable to the Owner.
Bidders must comply with regulatory and licensing requirements of the State of Arkansas and other applicable Arkansas Statutes. Davis-Bacon wage rates will apply.
Little Rock Port Authority reserves the right to reject any or all bids, to waive irregularities in the bids, and bidding deemed to be in the best interest of Little Rock Port Authority, and to reject non-conforming, nonresponsive or conditional bids.
Bids must remain in effect for 60 days after the bid opening date.
The Little Rock Port Authority complies with all civil rights provisions of federal statutes and related authorities that prohibit discrimination in programs and activities receiving federal financial assistance, including Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975 and U.S. Department of Homeland Security regulation 6 C.F.R. Part 19. Furthermore, the Little Rock Port Authority complies with the City of Little Rock Civil Rights Ordinance. Therefore, the Little Rock Port Authority does not discriminate, in any of its activities, whether federally funded or not, on the basis of race, color, creed, religion, sex, national origin, age, disability, marital status, sexual orientation, gender identity, genetic information, political opinions or affiliation.

The Little Rock Port Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
