Separate sealed Bids for the construction of a gravity sewer main, lift station, force main, and
related appurtenances and improvements to connect the Cave Springs wastewater system to the Northwest Arkansas
Conservation Authority (NACA) wastewater system will be received by the City of Cave Springs at the office of City Hall, 134 N. Main Street, Cave Springs, AR 72718, until 2:00 P.M, on
February 9, 2023 and then at said office publicly opened and read aloud.
The Issuing Office for the Bidding Documents is McClelland Consulting Engineers, Inc., 1580 E. Stearns Street, Fayetteville, AR 72703, (479) 443-2377. Digital copies of the bid documents are

Addendums to the bid package will be issued through the online MCE Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the MCE online plan room in order to be included in the Plan Holders List and submit a bid. Bidders must enter the addenda numbers in the Proposal to verify receipt.
Any contract or contracts awarded under this invitation for bids will be subject to the requirements of the Arkansas Revolving Loan Fund (RLF) Programs as described in the contract documents.
All qualified applicants will
receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the
President’s Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications.
A non-mandatory, pre-bid meeting will be held at the Cave Springs American Legion building,
168 Glenwood Avenue, Cave Springs, AR 72718 at 2:00 P.M. on January 24, 2023.
Each Bidder must comply with the requirements, terms, and conditions of the Arkansas Natural Resources Commission, the Disadvantaged, Minority and Women Business Enterprise
(DBE/MBE/WBE) requirements, the Consolidated Appropriations Act of 2014 (Public Law 113-76) including the "American Iron and Steel (AIS)" requirement, Labor Standards,
Equal Employment Opportunity, and the “Prohibition on certain telecommunication and video
surveillance services or equipment provisions” during the
performance of this contract. The Bidder commits itself to the requirements for the participation contained herein and all other
requirements, terms, and conditions of these bid conditions by submitting a properly signed Bid.
