SECTION 00 11 16
1. You are invited to bid on a General Contract for the abatement of asbestos containing materials from the Former El Dorado High School located at 501 North Timberlane Drive in El Dorado, Arkansas for the El Dorado School District hereinafter termed Owner. The bids shall be on a lump sum basis.
2. There will be a mandatory Pre-Bid Conference held at the project site: 501 North Timberlane Drive in El Dorado, on Tuesday, February 20, 2024 at 11:00 a.m. The Design Professional and/or Owner reserves the right to schedule additional meetings.
3. Bids will be received by the Owner at the offices of EMTEC, located at 1621 Aldersgate Road in Little Rock, Arkansas 72205 until 2:00 p.m., local time, Thursday, February 29, 2024. Bids shall be mailed to attention Mr. John Hatchett at P.O. Box 3703, Little Rock, Arkansas 72203 or hand delivered to 1621 Aldersgate Road in Little Rock, Arkansas 72205.
4. Faxed and/or email Bids will not be accepted. Bids received after this time will not be accepted. All bids must be placed in a sealed, opaque envelope with the project name and contractor’s name clearly marked on the outside of the envelope. All Bids must be submitted on the Bid Form included in the contract documents and accompanied with the following documents: 1) Bid Bond; 2) Bidder’s Certificate of Insurance; 3) Arkansas General Contractor’s License and 4) ADEQ Asbestos Abatement License. Bids will be publicly opened and read aloud at the time and date mentioned. Interested parties are invited to attend.
5. All bids submitted shall be clearly marked on the envelope: Asbestos Abatement of Former El Dorado High School. Bid Date & Time, Company Name and Company Address.
6. Obtaining contract documents through any source other than the Design Professional listed is not advisable due to the risks of receiving incomplete or inaccurate information. Contract documents obtained through the Design Professional are considered the official version and take precedence should any discrepancies occur. The official version of the complete set of the Contract documents should be examined and are obtainable from the office of EMTEC located at 1621 Aldersgate Road - Little Rock, Arkansas 72205. All questions and inquiries should be addressed to: Mr. John Hatchett at EMTEC at (501) 374-7492.
7. The El Dorado School District, hereafter termed the Owner, unless designated to another entity, supervises the bidding and award of all construction contracts, approves contract change orders, request for final payment and ensures on-site observations are accomplished.
8. A Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid in accordance with the Instructions to Bidders if the bid is over $50,000.00.
9. Performance and Payment Bonds are required for all bids $50,000.00 or over. For work exceeding $50,000.00, the bidder shall furnish a Performance and Payment Bond in the amount equal to 100 percent of contract price as security for faithful performance of the Contract and payment of all obligations arising there under within ten (10) days after receipt of the Intent to Award.
10. The Owner reserves the rights to reject any and all bids, and to waive any formalities. Bidders shall conform to the requirements of the Arkansas licensing laws and regulations for contractors, and shall be licensed before his bid is submitted pursuant to Ark. Code Ann. §17-25-101 - §17-25-315.
