SOLICITATION ID: IFB-22-103
Sealed bids for VBT HANGAR DEVELOPMENT, to be constructed for CITY OF BENTONVILLE, will be received at City of Bentonville Administrative Services Building 1000 SW 14th ST Bentonville, AR 72712 until 3:00PM local time, Friday, December 16, 2022 at which time the bids shall be publicly opened and read aloud. The Bid Opening will be located in Room A239, on the second floor. Sealed bids submitted prior to the bid opening should be sent to the City of Bentonville, Attn: Purchasing, 2nd Floor 1000 SW 14th ST Bentonville, AR 72712. Sealed Bid Submissions must be clearly labeled on the outer envelope with the Bidders company name, the solicitation ID and project name. The City is not responsible for bids which are not received or recognized due to being improperly labeled.
An Optional Pre-Bid Conference will be held at 3:30PM local time on Wednesday, December 7, 2022 via virtual meeting. Pre-Bid Conference attendance is optional for bidders on this project. Information regarding the virtual meeting will be sent out to all plan holders one week prior to the meeting time. Potential bidders not on the plan holder list prior to the pre-bid conference can request access to the pre-bid conference by contacting Chris Maestri ( CMMaestri@GarverUSA.com , 479-257-9188).
The project includes, but is not limited to, construction of approximately 1,800 SY asphalt pavement, grading and drainage improvements, domestic water infrastructure improvements, and associated miscellaneous work as shown on the plans and indicated in the specifications.
This project was originally bid under City of Bentonville IFB-22-41 in May 2022. No contracts were awarded based on this bid and all original bids are considered null and void. Bid documents have been adjusted for rebid under IFB-22-103 and only bids received under this solicitation ID will be evaluated and considered for award.

Addendums to the bid package will be issued through the online Garver Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the Garver online plan room in order to be included in the Plan Holders List. Bidders must enter the addenda numbers in the Proposal to verify receipt.
Pursuant to Arkansas Code Annotated § 22-9-203, the City encourages all qualified small, minority owned, and women owned business enterprises to submit Bids for capital improvements. Encouragement is also made to all general (prime) contractors that in the event they subcontract portions of their work, consideration is given to the identified groups.
Proposals shall be accompanied by a cashier's or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. Such bid guarantee shall be made payable to CITY OF BENTONVILLE.
The successful bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred percent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
Bidders must be licensed under the terms of Arkansas Code Annotation §§17-25-101, et. Seq.
City of Bentonville reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of City of Bentonville, and to reject nonconforming, nonresponsive, or conditional bids.
Bids must remain in effect for 120 days after the bid opening date.
