Notice is hereby given that, pursuant to an order of Board of Directors of the Beaver Water District of Lowell, Arkansas, sealed bids will be received in the Conference Room of the District's Administration Building, 301 N Primrose Road, Lowell, Arkansas 72745 until 11:00 a.m. local time on Thursday, March 9, 2023 for furnishing all tools, materials and labor, and performing the necessary work for construction of the Western Corridor Treated Water Pipeline. At this time the bids received will be publicly opened and read aloud. The work generally consists of:
Construction of approximately 40,600 linear feet of 60-inch steel treated water pipeline from the BWD Water Treatment Facilities to the new BWD Western Corridor pump station (under separate contract). Construction shall also include clearing and grubbing, erosion and sediment control, stream crossings and stabilization, highway, railroad, and street crossings with 72-inch steel casing pipe, street repair, leak detection vaults, combination air/vacuum vaults, blow-off vaults, 48-inch mag meter vault, impressed current cathodic protection, fluoride feed modifications, approximately 81,200 linear feet of fiber optics including open trench and HDD installation, and all other appurtenances as required by the plans and specifications for a complete and operational installation.
Bidding Documents and Plans must be obtained by contacting Olsson, Inc. These documents are available from the Engineer electronically in .pdf format at no fee.
All contractors intending on bidding SHALL register as a plan holder by notifying Brenda Larsen, Project Administrator, via e-mail at blarsen@olsson.com . When registering as a plan holder, contractors shall submit primary contact information including name of contractor, primary contact, phone number, and physical address. FAILURE TO REGISTER AS A PLAN HOLDER MAY RESULT IN YOUR BID BEING REJECTED.
The contractors shall make such inspection and studies of the site of the work as to familiarize themselves with all conditions to be encountered.
A Non-Mandatory Pre-bid Conference will be held at the District's Administration Building, 301 N Primrose Road, Lowell, Arkansas at 2:30 p.m. local time on Thursday, February 16, 2023.
Each bid must be accompanied by an acceptable form of bid guaranty in the amount equal to at least five percent of the whole bid, and such bid bond or cashier's check shall be subject to the conditions provided in the Instructions to Bidders.
Any contract or contracts awarded under this invitation for bids will be subject to the requirements of the Arkansas Revolving Loan Fund (RLF) Programs as described in the contract documents.
All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President's Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications.
Each Bidder must comply with the requirements, terms, and conditions of the Arkansas Natural Resources Commission, the Disadvantaged, Minority and Women Business Enterprise (DBE/MBE/WBE) requirements, the Consolidated Appropriations Act of 2014 (Public Law 113-76) including the "American Iron and Steel (AIS)" requirement, Labor Standards, Equal Employment Opportunity, and the "Prohibition on certain telecommunication and video surveillance services or equipment provisions" during the performance of this contract. The Bidder commits itself to the requirements for the participation contained herein and all other requirements, terms, and conditions of these bid conditions by submitting a properly signed Bid. Each requirement listed above for the RLF programs are in the Supplemental Conditions in the Contract Documents
All bids shall be sealed and the envelopes addressed to President, Board of Directors, Beaver Water District, Conference Room of the District's Administration Building, 301 N Primrose Road, Lowell, Arkansas 72745. All bids shall be plainly marked on the outside of the envelope specifying that it is a bid for construction of the Western Corridor Treated Water Pipeline, the time for opening of bids, and the name and current contractor's license number of the bidder.
All bidders must be licensed under the terms of Act 150, Arkansas Acts of 1965, as amended.
The Beaver Water District reserves the right to reject any and all bids and to waive any informalities in the proposal deemed to be in the best interests of the District. The Beaver Water District further reserves the right to withhold the awarding of the contract for a period not to exceed 60 days after the receipt of bids.
