1. NOTICE TO CONTRACTORS
**PROJECT FUNDED BY FEMA FUNDING **
Until 2:00 p.m. on Thursday, November 10th, 2022 bids will be received for the following Bid Packages:
Bid Package No. 01 - General Contract
Bid Package No. 02 - Concrete/Precast Concrete/Drilled piers/Sidewalk
Bid Package No. 03 - Masonry/CMU/Brick
Bid Package No. 04 - Structural / Miscellaneous Steel, Roof Systems
Bid Package No. 05 - Plumbing
Bid Package No. 06 - HVAC
Bid Package No. 07 - Electrical
PACKAGE DETAILS PROVIDED IN SECTION 00035 ? BID PACKAGES in the project manual.
Bids will be received by mail, email or fax by Moser Construction until 2:00 p.m. A final bid tab will be published for review. Bids received after the above stated closing time will be returned to the bidder. Bids are to be on a lump sum basis.
2. EXAMINATION & PROCUREMENT OF DOCUMENTS:
Copies of plans, project manual and proposed contract documents will be available for review and purchase on Monday, October 24, 2022. These plans will be on file for inspection at the office of Southern Reprographics Inc in Little Rock, AR; French Architects in Hot Springs, as well as Moser Construction, Bryant, AR.

Trade Contractors and Material Suppliers may secure a copy of the proposed contract documents from the Construction Manager on a first come first serve basis. These documents must be utilized and returned to the Construction Manager in a timely fashion.
Trade Contractors and Material Suppliers may secure a copy of the proposed contract documents from the Architect after exhausting all sets from Construction Manager and upon receipt of a $400.00 deposit per set NO PARTIAL SETS WILL BE ALLOWED.
The deposit will be returned only to bona fide bidders upon prompt return of such plans and specifications in good condition.
3. PRE-BID CONFERENCE ? Thursday, November 3rd, 2022 -1:00pm
4. BID REQUIREMENTS
The Owner reserves the right to reject any or all bids and to waive any formalities. Bidder must have a current general or specialty license from the Arkansas Contractor’s License Board before the bid proposal will be considered. The bid proposal and work of the proposal contract shall be in accordance with all applicable federal, state county and local laws, ordinances, and regulations.
5. PERFORMANCE & PAYMENT BOND
Bidders shall include the performance and payment bond as part of their bid. The successful bidder will be required to furnish a satisfactory performance and payment bond using AIA document A312.
6. BID SECURITY
Bid Security in the amount equal to 5% of the contract sum will be required along with the bid form submitted and payable to Moser Construction. This security can be in the form of a check, cashier’s check or a bid bond.
7. RETAINAGE
Payment Retainage will be 5% for the length of the contract.
8. INSURANCE REQUIREMENTS
Bidders should include in their bid the cost of Insurance at the following limits:

? Wording should provide coverage not only for ongoing operations but also for completed operations. A copy should be included with the certificate of insurance.
? Additional insured wording as follows:
“Moser Construction and all of its subsidiaries, affiliates, employees, agents and principals are named as additional insured”
? Insurance is primary and non-contributory
? A Waiver of Subrogation applies
