INVITATION TO BID
PARTIAL MASONRY
RESTORATION ? PHASE I
MILLER COUNTY COURTHOUSE
400 LAUREL STREET
TEXARKANA, ARKANSAS
1.NOTICE TO THE GENERAL CONTRACTORS
Sealed bids for the Partial Masonry Restoration, Phase I for the Miller County Courthouse will be received by the Owner, at the Miller County Courthouse located at Office of the County Judge, Suite 115, 400 Laurel Street, Texarkana, Arkansas at 1:30 p.m., local time, on Thursday, November 17, 2022 and then be publicly opened and read aloud. Any bids not submitted on time will be returned unopened.
2.HISTORIC RESTORATION EXPERIENCE REQUIRED
The Miller County Courthouse is a historical building individually listed on the National Register of Historic Places and the funds being utilized for this project are the State of Arkansas Historic Courthouse Preservation funds. All work performed shall meet all Federal Department of the Interior standards, in addition to the requirements of the Contract Documents. The bidding Contractors are further cautioned and herewith notified that award of the construction contract is dependent upon the quality of the craftsman’s past experience rather than the lowest price.
3.SINGLE PROPOSAL
Bidders shall submit one proposal for the entire project.
4.BID SUBMISSION
Bids shall be submitted on the form within the project manual and shall be delivered in a clearly identified, sealed, opaque envelope prior to the date and time described above.
5.AVAILABILITY OF CONSTRUCTION DOCUMENTS
BID DOCUMENTS: Drawings and project specifications may be examined and are obtainable from Southern Reprographics, 901 West 7th Street, Little Rock, Arkansas; 501-372-4011. Documents are available in both electronic and hard copies. Interested parties are responsible for payment for any physical or electronic sets. The payment is non-refundable. NO PARTIAL SETS WILL BE ISSUED.

6.BID SECURITY
Bid security in the amount of five (5%) percent of the Base Proposal must accompany each proposal as described in the “Instruction to Bidders”.
7.WITHDRAWAL OF BIDS
No bid may be withdrawn for a period of sixty (60) days subsequent to date of the opening of Proposals and in accordance with the "Supplemental Instructions to Bidders" without consent of the Owner.
8.COMPLIANCE WITH ARKANSAS STATUTES
All bidders (prime or sub-bidders) shall comply with the requirements of the Contractor’s Licensing Law of the State of Arkansas, and all applicable Arkansas regulations. All bonds on this project shall comply with Arkansas Statutory Performance and Payment Bond Law, Act 351 of 1953, as amended by Act 209 of 1957.
9. CONSTRUCTION PERIOD
The construction must be completed in 120 calendar days from the issuance of the notice to proceed. Bidders shall determine their capability to perform the work within this period prior to bidding.
Liquidated damages in the amount of $150.00 (one hundred fifty dollars) per calendar day shall be assessed for the incompletion of this project within the above described construction period to offset expenses to the Owner.
9.MANDATORY PRE-BID CONFERENCE
Interested Prime Bidders are required to attend a mandatory pre-bid conference to inspect the site of proposed construction. This conference will be held at 10:30 a.m., Friday, November 4, 2022 at the project site. Prime Bidders are invited to bring interested Sub-Bidders and Suppliers to the pre-bid conference.
10. REJECTION OF BIDS
The Owner reserves the right to reject any or all bids and to waive any irregularities. Proposals which fail to comply fully with the provisions of the specifications and other Contract Documents will be considered invalid and may not receive consideration.
