Separate sealed bids for SSA Remedial Measures Basin 12, Phase 1, Project No. 17-10-C1, and for Basin 12 SSA Remedial Measures, Phase 3, Project No. 19-23-C1, will be received by the City of Fort Smith, Arkansas, at the Office of the Director of Utilities until 10:00 a.m. (Local Time), Thursday, March 16, 2023, and then at said office publicly opened and read aloud. Bids for the two (2) projects shall be submitted in separate, sealed envelopes, each addressed to "City of Fort Smith, Utility Department, 801 Carnall Avenue, Suite 500, Fort Smith, Arkansas 72901", and they shall be labeled Bid for SSA Remedial Measures Basin 12, Phase 1, Project No. 17-10-C1, and Bid for Basin 12 SSA Remedial Measures, Phase 3, Project No. 19-23-C1, respectively. Bids shall only be received from registered Bidders.
A Prebid Conference for both projects will be held at 10:00 a.m. (Local Time), March 9, 2023, at the City of Fort Smith Utility Department, 801 Carnall, Room 206, Fort Smith, Arkansas, 72901. Attendance is mandatory, in person or by video conference, and a Zoom conference call link will be sent to all registered plan holders on March 8, 2023, by 5:00 p.m. Central Standard Time.
The 17-10-C1 project includes approximately 6,300 linear-feet of 8-inch through 12-inch diameter sanitary sewer line by conventional open cut installation and pipe burst replacement. The 19-23-C1 project includes approximately 4,070 linear-feet of 8-inch diameter sanitary sewer line by conventional open cut installation and pipe burst replacement. For the Bidder's bids to be considered responsible, the Bidder must provide a separate bid for each project 17-10-C1 and 19-23-C1. The Owner intends to award both projects to a single bidder. Please refer to Specification 00200, Information for Bidders, Part 15.

Copies of both project manuals and plans may be obtained from Hawkins-Weir Engineers, Ins., located at 110 South 7th Street, Van Buren, Arkansas, 72956, 479-474-1227, with a check or money order upon payment of $300.00, non-refundable.
The owner reserves the right to waive any informalities or to reject any or all bids.
This contract is subject to applicable labor laws including Davis Bacon (for contracts $10,000,000 or more), Project Employment and Local Impact reporting, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962, the American Rescue Plan Act of 2021, and Title VI of the Civil Rights Acts of 1964 also apply. The Uniform Grant Guidance including Domestic Preference provisions 200.322 apply to this project. Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution. Project is subject to 2 C.F.R. Part 180 (excluded parties both Contractors and Subcontractors) and Treasury's implementing regulation at 31 C.F.R. Part 19.
Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders.
An Arkansas contractor's license is not required at the time of the bid submission, however, one must be presented by the selected contractor prior to contract execution.
This publication was paid for by the City of Fort Smith Utility Department, and the cost of the publication is $ 830.65 per Arkansas Act 954 of 2021.

No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
