The University of Arkansas at Pine Bluff will receive SEALED BIDS until 2:00 P.M. CST on April 8, 2019 JOC (Job Order Contract) Proposal for Electrical Work and Data Communication Installations.

Project: Job Order Contracting
Electrical Work and Data Communication Installations
The Board of Trustees of the University of Arkansas acting for and on behalf of the University of Arkansas at Pine Bluff is soliciting proposal to identify on-call (one (1) year with three (3) additional years of renewal options) contractor (s) with expertise and experience in Job Order Contracting (JOC) for the above mentioned project. May be awarded to one or more contractors or may award to “all” qualified bidders. JOC’s for this scope of work is primarily unknown and un-identified. Bidders are guaranteed no work nor a specified number of projects per year.
The Competitive Sealed Request for Proposal method and award shall be the basis for evaluating each proposal. Interested contractor’s proposal shall include responses to be following criteria which will be used in evaluating the “Best Value” proposal (pursuant to Arkansas Code 19-4-1416 (a) (1) for the campus.
a. 60% will be the contractor’s hourly rate for classifications utilized.
b. 20% will be Qualifications and the Contractor’s ability to do the type of work described.
c. 20% will be the Contractor’s Work Plan (the intended approach to management of the expected projects).
The University may also opt to do additional oral interviews of the top two proposers which if done, will factor into “b” above.
Other requirements to respond are:
1. Must respond to the official RFP Document from the UAPB Procurement.
2. Must be currently licensed in the State of Arkansas (Ark. Code 17-25-315) in this classification.
3. David Bacon rates will apply to each specific project.
4. This request for proposal does not commit the Owner to pay any cost incurred in the preparation of proposal. Further, the Owner reserves the right to reject any and all proposal, and to wave any formalities.
5. Supervision: The Owner, unless designated by another entity supervises the review of proposals and awarding of all construction contracts, approves contracts, change order, request for payment and ensures that on-site inspections are accomplished.
6. To enter into a contract, contractor must also comply with the Governor’s Executive Order 98-04.
7. Pursuant to Ark. Code Ann 22-9-203 the state encourages all small and minority business enterprises to submit proposals to capital improvements. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration be given to the identified groups.

Obtaining contract document from any source other than through the UAPB Procurement office is not advisable and these will take precedence if any discrepancies should occur. Along with the proposal is a manual that gives more details on the terms and conditions of job order contracting in general. This manual may be sent to you upon request by calling (870) 575-8736.
Respondents shall submit four (4) copies and one (1) original, five (5) total of his/her proposal response to the UAPB Office of Procurement by or before the deadline as mentioned on the cover page of this proposal document. Public opening will be in the UAPB Office of Procurement, Administration Building Room 102.
