The City of Green Forest, Arkansas requests Statements of Qualifications from interested engineering firms to provide professional services for completing a Sanitary Sewer Evaluation Study (SSES) as part of an overall mitigation inflow and infiltration and reduce sewage overflows in the City's sanitary sewage collection system.
The SSES will require engineering analysis of data acquired from field-based investigations of the sewer system. A vertically integrated service provider that can work collaboratively with the City to collect the field data and provide the engineering analysis is preferred.
The field-based investigations may include the following:
•Manhole and Visual Pipe Inspection
•Smoke Testing
•CCTV Analysis and Review
The professional engineering services will include:
•Review of inspection data and analysis.
•Assessment of Sewer Infrastructure Condition.
•Develop a plan for immediate, medium and long-range actions to mitigate I/I and improve capacity.
•Recommended prioritization of projects to maximize the effectiveness of available resources to reduce Inflow and Infiltration (I/I).
•Project Coordination/management to complete recommended priorities.
Prime Firm requirements
•The selected firm shall have a minimum of 10 years of Sewer Evaluation (SSES) and data analysis experience.
•Field Investigation of at least 1,250,000 linear feet of sewer line in Arkansas in the last 5 years.
•Field Investigation of at least 5,500 manholes in Arkansas in the last 5 years. Firms with less experience will be given consideration.
•Experience providing SSES data to clients under Corrective Action Plans, Consent Decrees, or Administrative Orders with data processing, analysis and reporting.
•Experience in condition assessment of large diameter and odd-shape pipes.
•The selected firm shall demonstrate QA/QC procedures as they pertain to field-based sewer investigation techniques.
•Able to meet the City's insurance requirements.
Project Manager Experience
•The Project Manager shall be a registered PE in the state of Arkansas.
•A minimum of 5 years managing I/I Identification and Mitigation projects of similar size.
•Managed a minimum of 4 Sewer Evaluation (SSES) projects within the last 5 years in Arkansas.
Local Field Resources
•Local office for at least five years with locally based staff experienced in the intensive investigation techniques used in Sewer Evaluations.
•Selected firm shall demonstrate local field resources such as vehicles, field equipment, etc. to execute project.
Statements of Qualifications will be evaluated on the following criteria:
Mandatory Qualifications:
1. The firm has no conflict of interest with regard to any other work performed for the City of Green Forest.
2. The firm has a local office within 120 miles of the Green Forest City Hall.
3. The firm adheres to the instructions in this Request for Statements of Qualifications regarding the preparing and submitting of their proposal.
Other Qualifications:
1. The firm's past experience and performance on comparable projects, including a minimum of three (3) references.
2. Qualifications of the project manager and other key project team members.
3. Ability to meet deadlines.
4. Past project record (if any) with the City of Green Forest or other local Cities.
5. Evidence the firm is financially stable.
6. The firm's current workload.
7. Reasonableness of schedule and management approach to the project.
Statements of Qualifications will need to include the following principal elements:
1. Description of how your firm will approach and manage the project including a description of the major aspects the City will need to consider.
2. Proposed schedule for sewer assessment study.
3. Experience with similar projects in Arkansas, including a minimum of five (5) references.
4. Description of current workload.
5. List of specific proposed team members, their qualifications, and how much time you estimate they will spend on this project.
6. An original plus five copies (total of six) of the Statement of Qualifications must be submitted.
The City will appoint a selection committee to evaluate each submitted SOQ based strictly on qualifications to determine the best qualified Applicants.
The Selection Committee will then rank the Applicants in order of preference and select the highest ranked firm. The City will enter negotiations with the highest ranked firm to finalize a contract for the project. If a contract cannot be successfully negotiated with the highest ranked firm, then negotiations will be terminated with that firm and the City will enter negotiations with the next highest ranked firm until an agreement is reached or an impasse is declared.
Statement of Qualifications will be received until 5:00 PM, July 10, 2019 at City of Green Forest City Hall, 203 S. Springfield Ave. Green Forest, Arkansas 72638.
