INVITATION FOR PROPOSAL TO BID
Mississippi County Arkansas, Economic Opportunity Commission, Incorporated, Blytheville, Arkansas is soliciting proposals for the purpose of entering a 5-year contract for a Financial and Compliance Audit for year ending December 31, 2024, and preparation of IRS Form 990. The offeror with the following qualifications should request an RFP.
The minimum qualifications are:
1. Offeror is a properly licensed certified public accountant authorized to do business in Arkansas.
2. The offer meets the independence due care, CPE, Supervision & Quality Controls of the Government Audit Standards. (2018 revision).
3. The offeror is aware of and will GAO continuing Education Requirements of 80 hours of education every two years and that 24 of the 80-hour education will be in subjects directly related to government auditing, government environment or the specific or unique environment in which the audited entity operates.
4. The offeror is aware of and will comply with GAO requirements of an external quality control (peer) review every three years.
5. Offeror has read and understands publications relative to conducting audits for non-profit organizations. Selection will be based on (1) Prior experience (2) Organization size and structure (3) Qualifications (4) Understanding of work to be performed and (5) Price.
