GENERAL CONTRACTOR FOR THE WALTON BLVD. INTERSECTION IMPROVEMENTS PROJECT
REQUEST FOR PROPOSALS
(RFP)-23-47
The City of Bentonville, Arkansas is accepting formal, sealed Letters of Interest and Proposals from properly qualified, experienced, licensed and insured general contractors for the Walton Boulevard Intersection Improvements Project. The Walton Boulevard Intersection Improvements project consists of improvements to two intersections on Walton Boulevard, Walton Boulevard and Medical Center Parkway (Bid Schedule 1) and Walton Boulevard and SE J Street (Bid Schedule 2). The Walton Boulevard and Medical Center Parkway Improvements project (Bid Schedule 1) includes, but is not limited to, the widening of Medical Center Parkway, drainage improvements, retaining wall construction, guardrail installation, traffic signal improvements, and water and sanitary sewer relocations as shown on the plans and indicated in the specifications. The Walton Boulevard and SE J Street Improvements project (Bid Schedule 2) includes, but is not limited to, the widening of SE J Street and SE Dodson Road, the addition of a dedicated right turn lane on the east leg of Walton Boulevard, drainage improvements, traffic signal improvements, and water and sanitary sewer relocations as shown on the plans and indicated in the specifications. The City reserves the right to award the Contract in the City’s best interest, including the ability to negotiate a best and final offer with the highest rated Proposal or top three highest rated Proposals, whatever is in the City’s best interest. This Request for Proposals in no way obligates the City of Bentonville to select a Contractor as a result of this solicitation.
This solicitation is a Request for Proposals for a General Contractor to perform and complete this Project. This solicitation IS NOT a request for a Construction Manager. Proposals submitted which identify a Construction Management project delivery method as the Proposal will not be considered at this time.
This Request for Proposals is issued and selection procedures shall be in accordance with §14-58-1001, for Projects Exceeding $2 million dollars.
There will be an OPTIONAL Solicitation Conference held in person on September 14, 2023 at 2:00 PM CST, located at the Administrative Services Building – Room A239 – 2nd Floor, 1000 SW 14th Street Bentonville, AR 72712. During this Conference, interested Parties will have an opportunity to ask questions, discuss the Project, and review the Scope of Work. Attendance to this Conference is not mandatory, but is highly encouraged.
The City of Bentonville encourages all qualified small, minority and women owned business enterprises to submit proposals/bids for City contracts. The same encouragement is extended to Prime Contractors, to encourage all qualified small, minority and women owned business enterprises to participate as sub-contractors or suppliers.
Interested parties can obtain the required Response Packet by emailing purchasing@bentonvillear.com , by calling 479-271-3115, or from the Purchasing Department located at the address below. The Response Packet may also be downloaded from the Purchasing Page of the City’s website ( http://www.bentonvillear.com/211/Purchasing ) by clicking ‘Review Open RFQs and RFPs’; however, the City encourages any Parties whom download the Response Packet to alert the Purchasing Department via the contact information above to ensure they receive any issued Addenda or Q&A. Interested Parties should note that there may be a 24-48 hour delay in the Response Packets being uploaded on the City’s website from the date of publication
The deadline for submission of a Proposal in response to this request is October 5, 2023 at 4:00 PM CST. Submissions shall only be delivered to the City of Bentonville Purchasing Department, located within the City of Bentonville Administrative Services Building, located at 1000 SW 14th Street Bentonville, AR 72712, on the 2nd Floor. All Submissions must be received by the Purchasing Department prior to the deadline for submissions stated in this Advertisement and shall be delivered in a sealed envelope and as required in the Response Packet for this solicitation. In accordance with Arkansas Procurement Law and Rules, it is the responsibility of vendors to submit responses at the designated location before the required due date and time. Responses received after the deadline date and time will be considered late and will be rejected, without exception. Proposals which are unsigned will be rejected. Proposals which do not contain a signed and notarized Non-Collusion Affidavit will be rejected. No emailed submissions will be accepted.
This solicitation is a Request for Proposals, not an Invitation for Bid, and therefore there will not be a public Bid Opening where submissions are read out loud.
All questions must be submitted via written communication only to purchasing@bentonvillear.com . The deadline for questions to be submitted regarding this Request is September 29, 2023 at 4:30 PM CST, after this time the City will only provide clarifications or responses pertaining to items in the Response Documents that do not result in a change or Addendum (see Response Documents for additional information).
