WASTEWATER COLLECTION SYSTEM IMPROVEMENTS
PHASE I - LIFT STATION AND FORCE MAIN
ADVERTISEMENT FOR BIDS
Sealed bids for WASTEWATER IMPROVEMENTS-LIFT STATION AND FORCE MAIN, to be constructed for CITY OF ELKINS will be received at the office of the CITY OF ELKINS and addressed to 1847 Stokenbury Road, Elkins, AR 72727, until 2:00 p.m. on Wednesday, February 1, 2023, at which time the bids shall be publicly opened and read aloud.
An Optional Pre-Bid Conference will be held on 2:00 p.m. on Wednesday, January 18, 2023 at the 1847 Stokenbury Road, Elkins, AR 72727. Each bidder shall be limited to three personnel per organization.
The Project consists of a new wastewater lift station, abandonment of an existing lift station, approximately 7,000 linear feet of 16" force main, and approximately 600 linear feet of gravity sewer.
Bids will be received for a single prime contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.

Addendums to the bid package will be issued through the Garver online Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the Garver online plan room in order to be included in the Plan Holders List. Bidders must enter the addenda numbers in Article 3.01 of the Bid Form to verify receipt.
Bidders are required to complete Document 00 45 13, Qualification Statement. Prequalification of Bidders is required. Due to the specialized nature of the construction, the experience and qualifications of Bidders will be evaluated by the OWNER prior to the opening of Bids. Only those Bids submitted by Bidders determined by the OWNER to be qualified will be considered. Bids received from Bidders who are not prequalified will be returned.]

6.Requirements for Drug-free Workplace
Bids shall be accompanied by a cashier's or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to CITY OF ELKINS.
The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
Bids must remain in effect for 90 days after the bid opening date. Within 90 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project.
The CITY OF ELKINS reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the CITY OF ELKINS, and to reject nonconforming, nonresponsive, or conditional bids.
