WASTE TIRE COLLECTION, TRANSPORTATION, AND
PROCESSING, ADVERTISEMENT FOR PROPOSALS
The District 4 Waste Tire Accountability Board was created by Act 713 of 2023. The District 4 Waste Tire Accountability Board is accepting sealed Proposals for the collection and transportation of waste tires, and/or the processing (including proper disposal) of waste tires for an initial term of December, 2023 - December, 2026, within the following counties: Grant, Jefferson, Arkansas, Phillips, Cleveland, Lincoln, Desha, Calhoun, Bradley, Drew, Ashley, and Chicot. Other counties included in District 4, but which will be serviced via interlocal agreement with another Waste Tire Accountability District, and thus are not included in this Request for Proposals, are: Lonoke, Prairie, Monroe, St. Francis, and Lee.
Those submitting Proposals may include all services for the collection, transportation, and processing (including proper disposal) of waste tires; or for the collection and transportation of waste tires, only, or the processing (including proper disposal) of waste tires, only. Those submitting Proposals will be expected to provide containers for the collection of waste tires at sites currently having containers, as well as additional sites that may be added in the future.
Request for Proposal Packages may be picked up in person at the District 4 Tire Accountability Board office located at 721 S. Walnut St., Pine Bluff, Arkansas 71601, or via written request to the attention of Shane Knight at P.O. Box 6806, Pine Bluff, Arkansas 71611.
Proposals will be accepted until 10:00 am. on October 24th, 2023, and must be submitted to the District 4 Waste Tire Accountability Board. Proposals may be submitted in person at the District 4 Tire Accountability Board offices located at 721 S. Walnut St., Pine Bluff, Arkansas 71601, or via mail to P.O. Box 6806, Pine Bluff, Arkansas 71611. However, Proposals must be received by the District 4 Tire Accountability Board office no later than the time and date first stated above. All submissions should be to the attention of Shane Knight.
Proposals will be opened in the District 4 Tire Accountability Board offices at 10:00 a.m. on October 24th, 2023, and the names and price per tire of those submitting Proposals will be read aloud. Contract(s) will not be awarded until after review by the District 4 Tire Accountability Board, taking into consideration factors to include, but not limited to, budget constraints, and approval by the Arkansas Department of Energy and Environment, Division of Environmental Quality.
