You are invited to bid on a General Contract for the Doc Bryan Building Re-Roof project on the Russellville campus of Arkansas Tech University, Russellville, Arkansas, hereinafter termed Owner. The bid shall be on a lump sum basis.
The Owner will receive bids until Tuesday, May 9, 2023 at 2:00 P.M. local time. Bids may be mailed or delivered to the attention of Jessica Holloway/Jennifer Warren, ATU Procurement Office, 404 N. El Paso, Suite 100, Russellville, AR 72801. Bids received after this time will not be accepted. Bids will be publicly opened and read aloud at the time and date mentioned. Interested parties are invited to attend. Bid envelopes must be sealed, clearly marked with the project name and bid number, name of Bidder, Arkansas Contractors License number, and time and date of bid.
There will be a mandatory pre-bid walk thru on Thursday, April 27, 2023 at 2:00 P.M. local standard time. Contractors shall meet at inside at the entry rotunda at Doc Bryan Building located on the ATU Campus at 1605 N. Coliseum Dr., Russellville, AR.
A complete set of contract documents will be made available on Friday, April 7, 2023, and may be obtained from SCM Architects PLLC, 1400 Kirk Road, Suite 220, Little Rock, AR 72223 by calling (501) 224-3055 to request documents. General Contractors may obtain up to 3 sets of contract documents after depositing a check in the amount of $100.00 per set payable to SCM Architects PLLC. Deposits will be refunded to general contractors who return the contract documents in good condition with no markings to SCM Architects within 10 days of the bid opening. Prime contractors requiring additional sets, subcontractors and suppliers may purchase contract documents directly through Southern Reprographics. It is the sole responsibility of each subcontractor and each bidder to verify that their bid is based on a complete set of construction documents including all addenda.
A complete digital copy of the contract documents may be issued by the Architect upon request after submitting a non-refundable payment of $25 payable to SCM Architects PLLC.
Obtaining contract documents through any source other than the Design Professional listed above or their representative(s) is not advisable due to the risks of receiving incomplete or inaccurate information. Contract documents obtained through the Design Professional or their representative(s) are considered the official version and take precedence should any discrepancies occur. The official version of the complete set of the Contract documents should be examined and are obtainable from the Design Professional.
Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid in accordance with the Instructions to Bidders.
Bidders are hereby notified that any bidder who desires to enter into a Contract for this work must comply with disclosure requirements pursuant to Governor Executive Order 98-04. The Owner cannot enter into any contract which does not obligate the contractor to require the submission of Disclosure forms for subcontractors exceeding $10,000.
The University reserves the right to accept or reject all or any part of a bid or any and all bids, to waive minor technicalities and to award the bid in the best interests of the University. This bid does not in any way commit the University to contract for the commodities/services listed herein.
In accordance with provisions of State Procurement Law, specifically OSP Rule R5:19-11-230(b)(1), a Prospective Contractor's past performance with the State and/or University maybe used to determine if the Prospective Contractor is "responsible". Proposals submitted by Prospective Contractors determined to be non-responsible will be disqualified.
Small or minority-owned businesses are encouraged to participate.
Bidders shall conform to the requirements of the Arkansas licensing laws and regulations for contractors, and shall be licensed before his bid is submitted unless the project is federally funded and therefore excepted by Ark. Code Ann. §17-25-315. There shall be only one bid submitted per State Contractor’s license. Bidders will be required to indicate license number on bid form beneath signature when bidding $50,000.00 or more.
