INVITATION TO BID
You are invited to bid on a Contract for remodel of the Student Bookstore located at Beebe, Arkansas for Arkansas State University - Beebe, hereinafter termed Owner or ASU-B, ASU-B-23-037. The bids shall be submitted on a lump sum basis.
Bidders who wish to be notified of pre-bid conferences, addenda and other information should contact Ross Piazza at phone: 501-374-5300 or email: rpiazza@werarch.com or leave contact information with plan room vendors.
Owner will receive bids until 2:00 p.m., local time, May 2, 2023. Bids may be mailed or delivered to the Purchasing Department, Arkansas State University - Beebe, P. O. Box 1000, 1507 West Center Street, Beebe, Arkansas, 72012-1000 hereinafter termed ASU-B, University or Owner. Bids received after this time will not be accepted. Bids will be publicly opened and read aloud at the time and date mentioned. Interested parties are invited to attend.
ASU-B supervises the bidding and awarding of all construction contracts, approves contracts, change orders, requests for payment and ensures that on-site inspections are accomplished.
Obtaining contract documents through any source other than the Design Professional listed above, or their representative(s) is not advisable due to the risks of receiving incomplete or inaccurate information. Contract documents obtained through the Design Professional or their representative(s) are considered the official version and take precedence if any discrepancies occur. The official version of the complete set of the Contract documents should be examined and are obtainable from WER Architects free of charge upon receipt of a refundable deposit, by cash, in the amount of $150 for one set. Deposit is refundable upon return of complete set of Bid Documents in usable condition. Bid Documents can be purchased from the plan room vendors shown below:

Documents may be obtained only by general contract and subcontract bidders. Others may view the bid Documents at the office of the Architect, WER Architect, 901 West Third St, Little Rock, AR 72201. Complete sets of Official Constructions Documents can be reviewed at the offices of WER Architects/Planners at 901 W Third Street, Little Rock, AR 72203 (Phone: 501-374-5300).
Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid in accordance with the Instructions to Bidders.
All bidders shall conform to the requirement of the Arkansas Contractors Licensing Law for Contractors and must be licensed before bid submittal.
The University reserves the rights to reject any and all bids and to waive any formality. Bidders shall conform to the requirements of the Arkansas licensing laws and regulations for contractors, and shall be licensed before his bid is submitted unless the project is federally funded and therefore excepted by Ark. Code Ann. §17-25-315.
Pursuant to Ark. Code Ann. § 22-9-203, the State encourages all small, minority, and women business enterprises to submit bids for capital improvements. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration is given to the identified groups.
