NOTICE TO GENERAL CONTRACTORS
The City of Batesville, Arkansas, is seeking proposals consistent with Act 1989 of the State of Arkansas 85th General Assembly Regular Session 2005, from qualified licensed professionals who are certified by the Arkansas Contractors Licensing Board to perform construction management/general contractor services for the construction of improvements to the Batesville Water Treatment Plant.
The project includes the design and construction of a new water treatment plant for the City of Batesville to replace the existing water plant. The treatment process will include the following new facilities: two meter vaults, three ballasted flocculation treatment trains, an operations building combined with six dual media filters, a 0.5-MG clearwell, a high service pump station, and yard piping. The existing three clearwells and raw water intake will be rehabilitated, and the existing raw water chemical feed and electrical building will be modified. The existing intake will be expanded to include a new, adjacent wetwell compartment. Additional miscellaneous facilities such as electrical and maintenance buildings will also be constructed to support the operation of the plant. This project is currently at 30% design; therefore, this solicitation is for pre-construction and construction services. Batesville desires the contractor who is awarded the project to play an important role in plan review and to provide input into the improvements and potential construction efficiencies to achieve maximum value for the utility.
Proposals setting out contractors' experience and qualifications will be accepted until December 1, 2022, at 2:00 p.m. Proposals shall be submitted via email to Brenda Larsen, Project Administrator, at blarsen@olsson.com . All submittals shall be clearly marked "WTP Contractor Statement of Qualifications."
Selection Process and Criteria:
1.The City of Batesville will assemble a pre-selection and final selection committee.
2.The pre-selection committee will open responses on/after 10 working days from the original advertisement announcing the project and select a maximum of five applicants and schedule interviews.
3.The final selection committee will interview a maximum number of five applicants and make a formal recommendation to the City of Batesville council on 12/21/22.
4.The minimum qualifications that the City of Batesville will consider are:
?Experience in similar projects.
?Record of timely completion of projects with high-quality workmanship.
?Ability to obtain Payment, Performance Bonds and a two-year maintenance bond.
?Other similar matters to determine that the professional or professionals will complete the project within the time and budget and to the specifications set by the City of Batesville.
5.Written responses should include as a minimum:
?Resumes of key personnel, including the superintendent(s) to be used
?Specific recent project experience on similar projects, including:
o Information regarding completion time vs. contract time
o Information on the bid amount vs. the final contract payment amount
o Owner or reference contact information
?Current and projected workload
?Current maximum bonding capacity and rate
?Proof of licensure in the State of Arkansas
The City of Batesville will notify selected applicants to schedule interviews.
