NOTICE OF INTENT TO ISSUE A REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL ENGINEERING SERVICES SW ARKANSAS RED RIVER NAVIGATION CORPS OF ENGINEER SECTION 203
FEASIBILITY STUDY AND EIS

Arkansas Department of Agriculture Natural Resources Division is soliciting responses from qualified consultants to provide basic professional Engineering design services as defined by the TSS Division of Building Authority Minimum Standards and Criteria (MSC) for a Feasibility Study evaluating the feasibility of construction of the Red River into a Navigable River located from Shreveport, LA to Texas State Line in the Counties of Miller, Lafayette, Hempstead and Little River, Arkansas.
Services will need to include; Base Level Engineering for Inland Waterway Navigation, Lock and Dam designs, an Environmental Impact Study, conducting a COE Section 203 study, and evaluation of Waterway National Economic Development benefits as well as Regional Economic Development.
A detailed request for qualifications (RFQ) package will be provided to interested parties outlining the submittal requirements and selection methodology. Responses received for this RFQ will be used to screen prospective consultants and select finalist for interview in accordance with the MSC. The Agency reserves the right to award one or more contracts under this solicitation and to negotiate fees on a percentage basis, lump sum basis or an hourly not-to-exceed basis on individual project assignments as appropriate for the contemplated work.
The deadline for submitting detailed responses to this RFQ will be 2 pm, January 5, 2023.
