INVITATION TO BID
Separate sealed bids for Van Buren Northridge Drive Sidewalk Improvements HWEI Project No. 2020124, will be received by City of Van Buren, Arkansas at 1003 Broadway, Van Buren, Arkansas until 10:00 A.M. (local time), on Wednesday, May 24, 2023, at which time and location bids will be opened publicly and read aloud. Bids shall be addressed “City of Van Buren, Arkansas, 1003 Broadway, Van Buren, Arkansas 72956” and shall be labeled “Bid for Van Buren Northridge Drive Sidewalk Improvements HWEI Project No. 2020124. Any bid received after the scheduled opening time will be returned unopened.
This project includes the construction of sidewalk improvements and pedestrian crossing on Northridge Drive.
The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and other contract documents may be examined at the following location:

A complete set of Bid Documents includes one (1) set of construction drawings and one (1) set of project specifications, which may be purchased from the Engineer located at the address above upon payment of $150.00 for each set. The payment shall not be refundable.
Bidders will be required to inform themselves of all Addenda duly issued in accordance with the requirements provided in the Instructions to Bidders. Information regarding the number of Addenda that have been duly issued can be obtained from Hawkins-Weir Engineers.
Each Bidder must deposit with their Bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders.
The City of Van Buren, Arkansas reserves the right to waive any informalities and reject any and all Bids. Bids shall remain firm for a period not to exceed 60 days from the Bid opening date.
This publication was paid for by the City of Van Buren, Arkansas, and the cost of the publication is $455.30, per Arkansas Code 14-55-208 and related statutes.
A State of Arkansas Contractor’s License is not required to bid on the project; however, no contractor shall submit a bid prior to submitting an initial application (which does not require a full audit) for licensure, and no construction contract shall be executed until the successful bidder has furnished an appropriate license issued by the State of Arkansas Contractor’s Licensing Board
The City of Van Buren, Arkansas hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.
Bidders are advised that Buy America Provisions apply to this contract. The Arkansas Department of Transportation Standard Specifications for Highway Construction, latest edition, Section 106 contains the requirements and restrictions for Buy America. 23 CFR § 635.410 contains all federal requirements for Buy America.
The City of Van Buren, Arkansas encourages participation of small, minority, and woman owned business enterprises in the procurement of goods, services, and construction, as either a general contractor or subcontractor.
