AMI/AMR WATER METER/CONTROL SYSTEM IMPROVEMENT PROGRAM
Sealed proposals, to include bids – the terms “proposal” & “bid,” as well as “Proposer(s)” & Bidder(s),” are used interchangeably herein, with all bids assumed & required to be within larger proposals for installation, testing, maintenance, etc. – for an AMI/AMR (Advanced Metering Infrastructure/Automatic Meter Reading) Water Meter/Control System Improvement Program (AMI/AMR Improvement Program) for the City of Forrest City, AR (“City”), will be received online within the www.questcdn.com online procurement interface from 2PM on Tuesday, December 12th, 2023 (when the solicitation/RFP & supporting documents will become available on the site), until the proposal deadline, 2PM on January 9th, 2024.
Program Overview
The City plans to improve its existing system of approximately 4,850 old & rebuilt meters [with sizes (& approximate quantity for each) of: 5/8” (4,500); 3/4” (15); 1” (215); 1 1/2” (45); 2” (55); 3” (5); 4” (10); & 6” (5)], the system’s controls & communications, & other supporting infrastructure – a system whose accuracy, efficiency, & reliability no longer fall within acceptable industry standard ranges – with an AMI/AMR system.
City preference is for a City-owned fixed network with primarily fixed network meters, augmented by cellular/radio frequency (RF) &/or “drive-by read”-only meters, as well as any additional communications equipment needed to support them, in areas where fixed network is less feasible. [Note: NaaS proposal options are not the City’s preference.]
The City is seeking proposals from vendors, contractors, & partnerships thereof for this AMI/AMR Improvement Program for
I. Vendor products/services only
II. Contractor products/services only
III. Both vendor & contractor products/services (“Turnkey Solution”)
Via standalone (III) proposals or via combining (I) & (II) proposals (with either by others) – & in all cases with separate subtotals for I & II – AMI/AMR Improvement Program proposals should include, but not be limited to: labor, material, supplies, hardware, software, licensing, data plans, billing system elements (including a customer online portal allowing customers to view water usage, set/receive alerts, etc.), maintenance, communications, personnel, implementation planning, QC/QA, testing/inspection, training, technical support, & a guarantee/warranty, as well as – as a separate subtotal – a Program Management “program.”
Vendor or contractor participation in multiple proposals (I or II) &/or multiple partnerships’ (III) proposals are welcomed. The City reserves the right to choose disparate I & II Proposers, including just the I or II portions from within III proposals, which together will comprise a Turnkey Solution that, in the view of the City, provides it with advantages from a total cost basis & otherwise.
Proposers are specifically advised that any person, firm, or other party to whom it is proposed to award all or part of this Contract must be acceptable to the City. The City reserves the right to reject any proposals & award the Contract to the Proposer(s) who, in the opinion of the City, offers the proposal in the City’s best interest.
For Proposer(s) selection, the City will consider not only Proposer price(s), but also experience with similar programs, longevity of the company(ies), & proximity of its(their) locations/branches, as well as other factors, as the City sees fit.
A virtual pre-proposal teleconference will be held at 2PM, Friday, December 15th, 2023. Each Proposer listed as a Plan Holder by www.questcdn.com will be sent invitations via email.
Complete digital proposal documents will become available at www.iconiccg.com or www.questcdn.com (Ref. # 8759835) on 2PM on Tuesday, December 12th, 2023, as per the 1st paragraph. To be considered a Plan Holder for proposals, register with www.questcdn.com & download the proposal documents in digital form at the cost of $45: Plan Holders will receive automatic notice of addenda & other proposal updates. Proposals will only be received & accepted from parties listed as www.questcdn.com Plan Holders & via its “vBid” portal.
Proposers shall ensure proposals are accompanied by a cashier’s or certified check or a bid bond from a reputable surety company in an amount not less than 5% of their total max. bid price, payable to the City.
