Separate sealed Bids for the construction of CENTRAL ARKANSAS WATER – LAKE MAUMELLE INTAKE PUMP STATION - POWDERED ACTIVATED CARBON IMPROVEMENTS – CONTRACT A – PAC BUILDING will be received at the office of Garver, 4701 Northshore Drive, North Little Rock, AR 72118. Bids must be received before the in-person bid opening meeting at 2:00 PM on Tuesday, February 13, 2024, at the office of Garver, 4701 Northshore Drive, North Little Rock, AR 72118. The bids shall be publicly opened and read aloud. Any Bid received after the time and date specified shall not be considered.

Addendums to the bid package will be issued through the Garver online Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the Garver online plan room to be included in the Plan Holders List. Bidders must enter the addenda numbers on the Bid Form to verify receipt. Contact Paul Strickland, PE, by email with any questions or information requests at JPStrickland@GarverUSA.com .
A Pre-Bid Conference will be held at 9:00 AM on Tuesday, February 6, 2024, at the Lake Maumelle Intake Pump Station, 10629 State Highway 300, Roland, Arkansas 72135. Each bidder shall be limited to three (3) personnel per organization. A site visit to the project area will be conducted afterward.
The Project consists of but is not limited to constructing a 588-square-foot block building with a stucco exterior, heating, ventilation, air conditioning improvements, a rollup door, and other miscellaneous improvements. Scheduling of the work will be conditional on equipment delivery and the Owner’s water demand requirements. Bidders must satisfy themselves with the accuracy of the estimated quantities in the Bid Schedule by examining the site and reviewing the drawings and specifications, including the Addenda. After Bids have been submitted, the Bidder shall not assert that there was a misunderstanding concerning the quantities of Work or the nature of the Work to be done.
Bids shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner or a bid bond in the same amount from a reliable State of Arkansas approved surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to CENTRAL ARKANSAS WATER.
The successful Bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred percent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety or other surety or sureties acceptable to the Owner.
Attorneys-in-Fact who sign Bid Bonds or Payment Bonds and Performance Bonds must file a certified and effective dated copy of the Power of Attorney with each Bond. Attorneys-in-fact who sign the Bonds must be licensed to conduct business in the State of Arkansas.
Bids must remain in effect for 60 days after the bid opening date. Within 60 days from the bid
date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any
or all bids for the project.
Successful Bidder must comply with the requirements of Arkansas Code Ann. 17-25-401-409 (1995) in accordance with the procedures established by the Contractors Licensing Board.
The attention of prospective Bidders is directed to Act 150 of the 1965 Acts of Arkansas, being an “Act Regulating the Practice of Contracting in the State of Arkansas.” When the project presented for Bid is financed in whole or in part with State funds and is estimated to cost $50,000.00 or more, the prospective Bidder must show evidence of license with the “Contractor’s Licensing Board” for the State of Arkansas before a proposal form will be furnished.
CENTRAL ARKANSAS WATER reserves the right to reject any or all bids, to waive
formalities, informalities, or irregularities in the bids and bidding deemed to be in the best interests of CENTRAL ARKANSAS WATER and to reject nonconforming, nonresponsive, or conditional bids.
Bidders shall guarantee that qualified applicants for employment on this work will receive consideration for employment without regard to religion, race, color, creed, sex, age, national origin, physical handicap, disability, genetic information, marital status, sexual orientation, gender identity, political opinions or affiliation or any other consideration made unlawful by federal, state, or local laws. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the Bid Documents.
