COMPETITIVE QUARTZ SALE
The USDA, Forest Service is offering for competitive sale, the quartz minerals for exploration and possible development on the Ouachita National Forest in Arkansas under contract for the following parcel: Parcel “OQC-288”, T2N R19W Section 20: S1/2SENWSE, S1/2S1/2NENE, N1/2N1/2SESE; Section 21: S1/2S1/2NWSW, N1/2N1/2SWSW Containing 50 acres. At OQC-288 the following special stipulations apply: (1) Any activities involving tree removal/cutting will be conducted outside of the federally threatened, Northern Long eared bat (NLEB) pup season of May 15th through July 31st. (2) No more than 5 acres of un-reclaimed surface disturbance is allowed at any one time. (3) Road access to OQC-288 will use and extend the existing temporary Forest Service (FS) road 114dc, which is between FS Road 114 and the southern boundary of the proposed mining tract. Road construction and maintenance will meet Forest Service Plan standards and be coordinated with District and Forest engineers and will require the appropriate road permit. (4) All new stream crossings will be constructed so that aquatic organism passage is not impaired and so that the natural flow regime is not significantly altered. Reconstruction of all stream crossings will consider aquatic organism passage and incorporate structures to aid such passage, where practicable. (5) No mining is permitted within Management Area 9 (water and riparian areas), as defined by the Revised Forest Plan. Due to the stipulations and restrictions at OQC-288, only 20.01 acres of the 50 acre permit area are available for mining purposes, and this contract will only be billed annually for 20.01 acres. Contact the Ranger District office for information on special stipulations and operating conditions. There are no appraised values or estimated quantity of quartz for the parcel. For Parcel “OQC-288”, sealed bids must be received by mail or in person by 1300 CDT on Tuesday, October 25, 2022, by the: Jessieville-Winona-Fourche Ranger District, 8607 North Highway 7, Jessieville, AR 71949, Telephone: (501) 984-5313. The bids will be opened publicly at the Jessieville Ranger District Office. Annual Administration fee will be applied, and reclamation bond fee may be applied, in addition to the annual contract fees. The Forest Service reserves the right to reject any or all bids up to the moment the contract is actually issued. No operation can commence until the contract is issued and operating and reclamation plans are approved by the District Ranger. The contract holder is responsible for reclamation and bonding set by the District Ranger, and for public safety at exploration and mine sites.
