NOTICE TO BIDDERS
SEALED PROPOSALS for the replacement of water metering system will be received by the Town of Oak Grove, AR. Bids shall be addressed to Mayor Robert Fairweather, Town of Oak Grove, AR and will be accepted until 2:00 PM (Local Time) on Tuesday, June 6, 2023. The scope of work will be to furnish labor, equipment, materials, supplies, and supervision necessary to replace the existing water metering system with an AMR Touch-Read Metering System. Bids will be opened and read aloud at such time at Oak Grove, Town Hall located at 10422 Highway 21 North, Oak Grove, AR 72660.
BID DELIVERY by Parcel Service to the physical address listed above is only available Tuesday - Thursday between 8:30AM & 4:00PM & Friday between 8:30AM & 1:00PM. Bidders may alternately submit bids via USPS to PO Box 96, Oak Grove, AR 72660.
BID DOCUMENTS are available by electronic mail or hard copy. Interested parties should contact the Engineer by calling (501) 504-2455 ext. 102, or by email to tfoster@ce-associates.biz . Hardcopies of bidding documents may be purchased from the engineer at a non-refundable cost of $40.00 by calling (501) 504-2455 ext. 102 or by email to tfoster@ce-associates.biz , electronic bidding documents are available at no charge.
A CERTIFIED OR CASHIER’S CHECK, or an acceptable bid bond in the amount not less than five percent (5%) of the total bid shall accompany each bid as a guaranty that, if awarded the contract, the bidder will promptly enter into a contract with the Town of Oak Grove, Arkansas and furnish bonds on the forms provided.
THE SUCCESSFUL BIDDER OR BIDDERS will be required to furnish a Performance and Payment Bond, each in the amount of the contract, written by a responsible surety company authorized to do business in the State of Arkansas that is satisfactory to the Owner.
BIDDERS ARE expected to inspect the site of work and to inform themselves of all local conditions. The time of completion shall be Thirty (30) Working Days excluding Saturdays, Sundays, and legal holidays.
BIDDERS ARE ADVISED that Arkansas State Contractor Licensing Law applies to this project. Subcontractors are also required to be licensed according to Arkansas State Law. Evidence of licensure shall be provided to the Owner prior to signing the contract.
NO BID may be withdrawn after the scheduled closing time for receipt of bids for at least Thirty (30) calendar days.
IN CASE of ambiguity or lack of clearness stating the price in the bids, the Town of Oak Grove, Arkansas reserves the right to consider the most advantageous construction thereof, or to reject the bid.
THE TOWN OF OAK GROVE, ARKANSAS reserves the right to reject any or all bids, waive any or all informalities, and to award the contract to the bidder or bidders who, in the opinion of the Owner, offers the proposal to the best interest of same.
CONTRACTORS are cautioned that qualified bids will be subject to rejection.
CONTRACTORS are specifically advised that any person, firm, or other party to whom it is proposed to award a subcontract under this contract must be acceptable to the Owner.
THE TOWN OF OAK GROVE, ARKANSAS hereby notifies all bidders This contract is subject to applicable labor laws (Except Davis Bacon), non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962, the American Rescue Plan Act of 2021, and Title VI of the Civil Rights Act of 1964 also apply. The Uniform Grant Guidance including the Domestic Preference provisions §200.322, apply to this project. Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution. Project is subject to 2 C.F.R. Part 180 (excluded parties both contractors and sub-contractors) and Treasury’s implementing regulation at 31 C.F.R. Part 19.
PAYMENT of this publication is the responsibility of the Town of Oak Grove, AR in the amount of $552.64.
