Request for Statement of Qualifications for Airport Engineering Services
The DeWitt Municipal Airport Commission, DeWitt, AR is soliciting Statement of Qualification for Engineering Services for various services including, but not limited to the following projects:
1. Airfield Lighting and Navaids
2. Airfield Pavement Rehabilitation/Overlays
3. Property/Avigation Easement Acquisition
4. Safety Area Evaluation/Corrections
5. Apron Expansion
6. Environmental Studies
7. Runway/Taxiway Extension
8. Road Relocations
9. Surveys
10. Hangars/Terminal Building
11. Geotechnical Investigations
12. Fuel System Improvements
13. Security Fencing
Services to be provided will be in accordance with Federal Aviation Administration (FAA) Advisory Circular (AC) 150/5100-14 (as amended). Services required include all phases and necessary incidental services for the above cited projects, as well as others, which may arise to be funded by an FAA and/or an Arkansas Division of Aeronautics grant within the next five years.
Selection criteria contained in FAA Circular 150/5100-14 (as amended) will be applied in the following order of importance.
1. Consultant Capability to perform all or most aspects of proposed projects and recent experience in airport projects comparable to proposed tasks. Including working with government grant reimbursement schedules.
2. Key personnel that will be working with the DeWitt Municipal Airport and their professional qualifications, experience, and availability for proposed projects; their reputation and professional integrity and competence; and their knowledge of FAA regulations policies and procedures.
3. Capability to meet schedules or deadlines.
4. Quality of projects previously undertaken and capability to complete projects without having major costs escalations or overruns.
5. Degree of interest shown in undertaking projects and their familiarity with and proximity to geographic location to DeWitt Municipal Airport.
6. Qualifications and experience of sub-consultants regularly engaged by consultant under consideration.
7. Ability to furnish qualified observers for construction observation.
8. Understanding of projects potential challenges.
9. Capability to conduct value engineering for project in accordance to FAA regulations, policies and procedures.
Selection will be based on the submittals received. Fees will be negotiated with the selected consultant for the services to be performed under the initial grant. Subsequent fees will be negotiated as grants are obtained.
Contracts will be subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Opportunity) and to the provisions of Department of Transportation Regulations 49 CFR Part 23 (Disadvantaged Business Enterprise Participation). Also, the contract will be for 3 years with two (2) possible one (1) year extensions.
