Request for Qualifications for
Engineering Services
The City of Yellville is seeking qualifications from consultants to provide professional engineering services for the development and implementation of an Automated Meter Reading (AMR) Infrastructure for the Yellville Water Department. The project will be funded in part by the American Rescue Plan Act through the Coronavirus State and Local Fiscal Recovery Fund.
NOTE: Procedures for selection of an Engineer will be in accordance with procurement requirements of Federal and State Law.
This contract is subject to applicable labor laws (Except Davis Bacon), non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962, the American Rescue Plan Act of 2021, and Title VI of the Civil Rights Act of 1964 also apply. The Uniform Grant Guidance including the Domestic Preference provisions §200.322, apply to this project. Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution. Project is subject to 2 C.F.R. Part 180 (excluded parties both contractors and sub-contractors) and Treasury’s implementing regulation at 31 C.F.R. Part 19.
Qualifications will be evaluated based on engineer’s ability to meet the needs of the City for the design, competitive bidding, construction administration, and commissioning of the AMR system. All proposals will be evaluated in terms of specialized experience and technical competence, performance, as well as capacity and capability of the firm/individual to perform work. Negotiations will begin with the respondent obtaining the highest total score in the evaluation process. The owner reserves the right to waive any informalities or to reject any or all responses.

All interested parties must submit their response to the RFQ package to Chelsey Weaver, NWAEDD, 818 Hwy 62-65N, Harrison, AR 72601 no later than Wednesday January 4, 2023, at 2:00 p.m. local time.
