Separate sealed Bids for the construction of:
Helm Road Extension & Staging Lane Project
will be received by the Owner at the Port Authority Office at 1201 Highway 49 W, West Helena, AR 72390 until 2:00 P.M., CDT on Friday, March 17, 2023, and then at said office publicly opened and read aloud.
There will be a NON-MANDATORY Pre-Bid Conference for this project on Thursday, March 9th, 2023 @ 10:00 A.M., CST at the Port Authority Office at 1202 Highway 49 W. West Helena, AR 72390.
The project consists of the following major items:
Shaping Roadway Section, (Per ARDOT Specification #213)
3976 Tons +/- Hot Mix Asphalt (Per ARDOT Specification #406 & #407)
6279 Tons +/- Class 7 Aggregate Base Course (Per ARDOT Specification #303)
The Contract Documents including detailed Instruction to Bidders may be obtained at the following location(s):

The sponsor hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.
Any construction award of $20,000 or more can only be issued to a Contractor appropriately licensed in the State of Arkansas. The OWNER may reject any or all BIDS, and/or waive informalities or minor irregularities in BIDS received. Copies of the Contract Documents may be obtained at the office of the Engineer, Smith & Weiland, upon payment of $150.00, NON-REFUNDABLE, for each set.
