Johnson County Public Library
GENERAL CRITERIA: Johnson County Arkansas and the JCPL Library Board of Trustees desire to select professional services from a design firm to perform the necessary studies and preliminary design to clearly establish parameters for an approximate 8,400 square foot library building renovation and a remodel of two adjacent 2,100 square foot duplex buildings for the Johnson County Public Library Facility.
QUALIFICATION PURPOSE: Johnson County Arkansas is requesting qualifications from interested architects for professional services to include acceptable processes and structural alternatives and cost alternatives from professional architects that submit qualifications which includes all the information required to be included, as set forth herein (hereinafter referred to as Respondent).
RESPONDENT: 1) Submits a timely qualifications statement 2) Maintains professional staff 3) Performs necessary studies, preliminary designs, and clearly establishes parameters for final design to completion. Qualifications shall be reviewed and evaluated to determine if the Respondent has met mandatory minimum requirements, which follow, and the totality of the information about reputation and experience of each Respondent will be considered during a review. Each Respondent that meets the requirements of the Request for Qualifications will be designated as a Qualified Respondent and may be given the opportunity to participate in the selection process as determined by Johnson County Arkansas.
PROCEDURES FOR RESPONDING TO REQUEST FOR QUALIFICATIONS AND OTHER APPLICABLE INFORMATION:
1. (3) copies of the Qualifications Statement with all attached information required should be provided. Qualification Statements received after (10:00 a.m., Friday, August 25, 2023) whether by mail or otherwise, will be deemed non-responsive. Qualification Statements with all attached information must be submitted in a sealed envelope with the name of the professional architect submitting the Qualification Statement clearly marked on the outside of the envelope. It is recommended that each Qualification Statement with all attached information package be hand-delivered. However, Qualification Statements with all attached information may be submitted to County Judge Herman Houston, Johnson County Courthouse, 215 W Main Street, Clarksville, Arkansas 72830 by mail, by carrier or delivery service. Qualification Statements will not be accepted by facsimile transmission or email. Johnson County Arkansas assumes no responsibility for delays in any form of carrier, mail or delivery service causing the proposal to be received after the above referenced due date and time.
2. Sealed Qualification Statements will be opened promptly at (10:00 a.m., Friday, August 25, 2023) at the Johnson County Courthouse.
3. A Respondent must qualify in order to participate in the selection process. The qualified Respondents may be invited to appear before a selection committee.
4. Respondents are responsible for the sole cost and expense associated with the submission of the Qualification Statement.

6. Johnson County Arkansas reserves the right to reject any and all Qualification Statements, in whole or in part, and to waive any immaterial defect or informality in any Qualification Statement as may be permitted by law.
