ADVERTISEMENT FOR BIDS
Sealed bids for LIT Switch Board 1 & 2 Electrical Rooms, to be constructed for Little Rock Municipal Airport Commission, Bill and Hillary Clinton National Airport, will be received at the Airport Commission Clinton Conference Room located on the 2nd Floor of the Terminal Building, One Airport Drive, Little Rock, Arkansas 72202 until 10:00 a.m., Thursday, July 6, 2023, at which time the bids shall be publicly opened and read aloud. Please arrive fifteen minutes early due to access control locked doorways at the administration receptionist area preventing direct access to this meeting room. Sealed bids submitted prior to the bid opening should be sent to Suzanne Peyton, Director- Properties, Planning & Development, Clinton National Airport, One Airport Drive, Little Rock, Arkansas 72202, telephone number 501-537-1701, via UPS or FedEx with notification and tracking number sent on date of shipment to speyton@clintonairport.com .
A Pre-Bid Conference will be held at 3:00 p.m., on Thursday, June 22, 2023, at the Clinton Conference Room located on the 2nd Floor of the Terminal Building, One Airport Drive, Little Rock, Arkansas 72202. Each bidder shall be limited to three personnel per organization.
The project includes, but is not limited to, the construction of Switch Board 1 & 2 Electrical Rooms at the Clinton National Airport and is comprised of the renovation and conversion of existing covered exterior areas of the terminal to construct electrical rooms for future electrical switch board equipment.
Digital copies of the bid documents are available for electronic viewing and purchase at Southern Reprographics, Inc. 901 West 7th Street Little Rock, AR 72201www.sriplanroom.com attention: Bradley. Addendums to the bid package will be issued through the online Plan Holders List www.sriplanroom.com ; therefore, all prime bidders shall be responsible for downloading at no charge the bid documents from the online plan room in order to be included in the Plan Holders List.
Proposals shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. Such bid guarantee shall be made payable to Little Rock Municipal Airport Commission.
The successful bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
Bidders must be licensed under the terms of Arkansas Code Annotation §§17-25-101, et. Seq.
Federal Requirements for Federally Funded Projects. This Project is being partially funded under the Federal Aviation Administration (FAA) Airport Improvement Program (AIP). Contractors must comply with specific federally required provisions as listed herein and contained in the contract documents. The following federal provisions are incorporated in this solicitation by reference:
• Buy American Preference (49 USC § 50101)
• Trade Restriction Certification (49 USC § 50104, 49 CFR part 30)
• Disadvantaged Business Enterprise (49 CFR part 26)
• Davis-Bacon Requirements (2 CFR § 200, Appendix II(D), 29 CFR Part 5)
• Procurement of Recovered Materials (2 CFR § 200.322, 40 CFR part 247, Solid Waste Disposal Act)
• Debarment and Suspension (2 CFR part 180 (Subpart C), 2 CFR part 1200, DOT Order 4200.5)
• Lobbying and Influencing Federal Employees (31 USC § 1352, 2 CFR part 200 Appendix II(J), 49 CFR part 20 Appendix A)
A Commission goal of 11% has been set to promote diverse business participation for this contract. All bidders and proposers shall make good faith efforts, as defined by Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract a minimum of ten percent (10%) of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals.
The Little Rock Airport Commission reserves the right to reject any or all bids, to waive irregularities in the bids and/or bidding process deemed to be in the best interest of the Commission and to reject non-conforming, non-responsive or conditional bids. Bids shall remain in effect 60 days after the bid opening date.
