HWY. 70 WEST TRANSFER STATION, HOT SPRINGS, ARKANSAS, NEW BUILDING ADDITION AND EXISTING BUILDING MODIFICATIONS
Garland County, Arkansas (Owner) is requesting Statements of Qualifications (SOQ) from General Contractor Construction Manager (GC/CM) companies (Proposer) for pre-construction, procurement, construction management, and construction of the following Project:
New Building Addition and Existing Building Modifications: Construct a new 80’x80’ PEMB with new concrete foundation adjacent to an existing 75’x80’ PEMB and concrete foundation. The existing PEMB will be removed, following construction of the new structure, and the existing concrete foundation will be modified, as needed for a new PEMB, to replace the removed structure.
The authority for this Request for Qualifications (RFQ) is found in Arkansas Code Annotated §19-11-801 thru §19-11-805 et seq. which establishes the policy of the State of Arkansas and political subdivisions that contract for professional services be negotiated on the basis of demonstrated competence and qualifications and prohibits the use of competitive bidding for selection. Those respondents soliciting RFQ’s shall be appropriately licensed to conduct business as a General Contractor / Construction Manager in accordance with Arkansas State Licensing Law for Commercial Contractors, Act 150 of 1965 and Act 162 of 1987, as amended.
Owner will receive Statements of Qualifications (SOQ) demonstrating the Proposer’s qualifications and the ability to provide GC/CM services for the Project at the Hwy. 70 West Transfer Station located at 2634 Country Walk Terrace, Hot Springs, Arkansas 71913 until February 6, 2024, at 2:00 PM CST. After that time, the Owner will no longer accept Statements of Qualifications.
The Requests for Qualifications (RFQ) provides details on preparing and submitting the Statement of Qualifications. The RFQ package includes the description of services required, an outline for presentation of qualifications, and the method of selection.
The GC/CM Contract has an expected preconstruction services start date not later than February 19, 2024.
The Issuing Office for the RFQ Documents is Crafton, Tull and Associates, Inc., 928 Airport Road, Hot Springs, Arkansas 71913, 501.767.2366. The GC/CM firm can solicit their RFQ package by contacting John Rogers, P.E., via email at john.rogers@craftontull.com . Electronic confirmation of receipt will be provided. No hard copies of the RFQ package will be distributed. The RFQ package along with supporting documentation, and addendum’s thereto will be submitted through direct email. The submitting GC/CM firm shall provide a single point of contact with a valid email address through the advertisement period at the time of the solicitation. Neither Owner, Owner’s Advisor, nor Engineer will be responsible for RFQ Documents, including addenda, if any, obtained from sources other than from the Issuing Office as indicated above.
Potential Proposers will be permitted to visit the site from 9:00 AM to 4:00 PM on January 30, 2024, to familiarize themselves with the proposed scope of work. Each Proposer shall not bring more than four attendees and shall register their visitation by phone or email with John Rogers at the Office of the Engineer, prior to entry to the facilities. No Owner representative or Owner designates will be available for questions.
The contracting party shall not discriminate on the basis of race, sex, color, national origin, gender, sexual orientation, gender identity, or disability.
It is the County’s policy to encourage the involvement of Disadvantaged Business Enterprises (minority- owned and women-owned businesses) in this contract award process. DBE’s are particularly invited to submit statements, either as a prime contractor, subcontractor, or as a part of a joint venture. Non- DBE firms are encouraged to arrange subcontracts or joint ventures with DBE’s prior to the submission of their response.
Construction Management firms desiring to submit a statement of qualifications (SOQ) must submit their response to the RFQ to John Rogers, P.E., Engineer or Record, Crafton, Tull and Associates, Inc. 928 Airport Road, Hot Springs, Arkansas, 71913 not later than February 6, 2024 at 2:00 PM CST in person or by parcel service. The proof of receipt by the deadline shall be the burden of the Proposer.
