NOTICE TO BIDDERS
Arkansas State University - Newport is requesting Sealed Bids from qualified licensed contractors to execute the scope of work to provide a new paved walking/biking trail including signage and landscape features.
A mandatory pre-bid meeting for this project will be held January 31, 2024, at Center for the Arts, Room 108, Arkansas State University - Newport Campus, 7648 Victory Blvd. This meeting will begin promptly at 10:00 AM local time. All potential bidders must attend this meeting to be eligible to submit a bid.
Bidder questions will be received and responded to until 10:00 AM on February 8, 2024.
Sealed bids will be received on February 13, 2024, until 10:00 AM at Center for the Arts, Room 108, Arkansas State University - Newport Campus, 7648 Victory Blvd. Once the time to receive bids has past, bids will be publicly opened and read aloud. Bids offered after the time to receive bids will not be accepted.
BID DOCUMENTS: The official version of the complete set of the Contract documents should be examined and are obtainable from the Cromwell Architects Engineers. Bidders may access complete electronic documents through the Cromwell Virtual Plan Room / Print Shop website. Contact: ThePRINTSHOP at www.theprintshoplr.com ; 1304 East 6th Street, Little Rock, Arkansas 72202; Telephone (501) 400-1006. The plan room is completely FREE to access and view Drawings and Specifications. Hard copies of the Project Manual and Drawings may also be purchased for a non-refundable fee at the PRINTSHOP.
Bidders, subcontractor, suppliers, and others who obtain plans directly from any other source are fully responsible for obtaining all necessary documents for a complete bid. This includes the verification and incorporation of addenda or revision bulletins, prior to bidding the project.
Interested bidders who wish to receive email notifications of pre-bid conferences, addenda, and other information should contact Cromwell Architects Engineers at printshop@cromwell.com .
All Bid Proposals must be submitted on an unaltered or modified copy of the Bid Forms provided in the project manual. Bidders may photocopy these forms. The entire manual does not need to be submitted with the bids. Faxed Bid Proposals, Phone Quotes, and Email Quotes will not be accepted.
A 5% Bid Bond or Cashier’s Check is required.
Bids must include the cost of Performance Bond and Payment Bond.
Bidder shall comply with requirements for paying prevailing wages as determined by Davis-Bacon Act.
Bidders are hereby notified that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.
Buy America’ provisions apply to this project.
Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution.
A State of Arkansas Contractor’s License is not required to bid on the project; however, no contractor shall submit a bid prior to submitting an initial application (which does not require a full audit) for licensure, and no construction contract shall be executed until the successful bidder has furnished an appropriate license issued by the State of Arkansas Contractor’s Licensing Board.
Owner reserves the right to reject any and all bids, and to waive any formalities.
