The City of Siloam Springs will be accepting sealed bids on a 20- horsepower two- ram, automatic horizontal shear baler with dual 5.5 cylinders providing a platen force of 187,000 lbs., or equivalent per the specifications, until 2pm CST December 29th, at the Siloam Springs City Administration Building, 400 N Broadway Street, Siloam Springs, Arkansas. Bids may by hand - delivered to the said address, or mailed to P.O. Box 80, Siloam Springs, Arkansas. The envelope shall be marked as follows: “Sealed Bid Enclosed 20 HP Recycle Baler. The sealed bids must be received by or prior to the above date and time. All interested parties may obtain complete bid specifications from Jason Davis, Public Service Director, at the address listed above or electronic files may be obtained, in PDF format, at no cost, by emailing the request to

The City shall open and compare the bids and thereafter award the contract to the lowest responsible bidder, if all specifications are met, but only if it is in the opinion of the City that The best interest of the City would be served. The City reserves the right to reject any or all bids, to waive irregularities, and to postpone the award of the contract for a period not to exceed 90 days from the bid opening date.
20 HORSEPOWER RECYCLE BALER BID SPECIFICATIONS:
• A 20-horespower recycle baler having a power unit of 3 phase / 480 Volts.
• Main motor must be at least 20 Horsepower, 208/230/575 volt, 3 phase, 60 Cycle.
• Must have at least a 48 Gallon-per-minute piston pump.
• All grease points accessible from the outside.
• Adjustable shear blade that’s reversible.
• Top load opening at least 54” L x 48” W.
• The conveyor must be at least 52” wide.
• Pit plates must be included.
• Must have an operator interface installed.
• Must produce a bale of 60” long x 30” high with a variable width of 38”-51”.
• Heavy duty oil cooler.
• Electric-eye auto-actuation system.
• Must be a two-ram baling system.
The Following accessories are required for the baler package:
Accent 470 wire-tie system and a conveyor with at least a 52” wide clear material path.
Commission and Start-up
The awarded bid applicant will be responsible for shipping and installing the recycling baler. Pre-start up assistance must be provided by the manufacturer’s representative.
Warranty of Baler
The price will include a standard manufacturer’s warranty plus 1 additional year warranty.
