and addressed to Pulaski County Purchasing Office, 201 S. Broadway, 4

Floor, Suite 440, Little Rock, Arkansas 72201, until 2:00 PM on Tuesday, August 22, 2023, at which time the bids shall be publicly opened and read aloud.
An Optional Pre-Bid Conference will be held on Wednesday, August 9 at 2:00 PM at the
Pulaski County Purchasing Office, 201 S. Broadway, 4
th
Floor, Suite 440, Little Rock, Arkansas 72201.
Each bidder shall be limited to three personnel per organization.
The Project consists of construction of approximately 22,000-feet of bike trail from the Pulaski- Saline County line to Hilaro Springs Road in county-owned right-of-way. The project will consist of construction of 10-foot wide concrete bike trail, two new reinforced concrete box culverts, a 120-foot prefabricated steel truss pedestrian bridge, marked roadway crossings, striping, safety railing, and miscellaneous related items.
Bids will be received for a single prime contract. Bids shall be on a unit price basis.

Bids shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to
Pulaski County.
The successful bidder must furnish a performance and payment bond
upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of
Arkansas
to act as surety, or other surety or sureties acceptable to the Owner.
Bids must remain in effect for
60
days after the bid opening date. Within
60
days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project.
Pulaski County herby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of
1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply. A State of Arkansas Contractor’s License is not required to bid on the project; however, no contractor shall submit a bid prior to submitting an initial application (which does not require a full audit) for licensure, and no construction contract shall be executed until the successful bidder has furnished an appropriate license issued by the State of Arkansas Contractor’s Licensing Board.
BIDDERS ARE ADVISED that BUY AMERICA PROVISIONS apply to this contract. The Arkansas Department of Transportation Standard Specifications for Highway Construction, latest edition, Section 106 contains the requirements and restrictions for Buy America. 23 CFR SS 635.410 contains all federal requirements for Buy America.
Pulaski County
reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of Pulaski County, and to reject nonconforming, nonresponsive, or conditional bids.
