REQUEST FOR QUALIFICATIONS (RFQ)

TECHNICALLY BASED LOCAL LIMITS

Little Rock Water Reclamation Authority (LRWRA)

LRWRA is soliciting assistance from qualified engineering firms for professional engineering services involving the development of a Technically Based Local Limits (TBLL) report.

The scope and services for this project will include:

· Determine if LRWRA’s existing Maximum Allowable Headworks Loadings (MAHLs) should be recalculated or reallocated; and determine which pollutants need to be further evaluated.

• Determine if existing LRWRA laboratory data is sufficient to perform study. If not, develop and implement sampling plan and analyze data.
• Calculate new MAHLs, Maximum Allowable Headworks Concentration (MAHC), and TBLLs.
• Consider: Water Reclamation Facility (WRF) treatment efficiency, history of NPDES permit compliance, water quality standards, biosolids, industrial users (IUs), worker health and safety.
• Prepare TBLL document for submittal to Arkansas Department of Energy and Environment - Division on Environmental Quality (ADEE-DEQ) by December 2023.
• Reference EPA Local Limits Development Guidance (833-R-04-002A) and in corporate best practices as applicable.

Requests and inquiries from minority and women owned enterprises (MBE/WBE) are encouraged. Request for Qualifications (RFQ) packages will be available from Little Rock Water Reclamation Authority, 11 Clearwater Drive, Little Rock, Arkansas, 72204. Contacting by email is preferred so that the RFQ package can be sent electronically.

The RFQ package includes descriptions of services required, an outline for presentation of qualifications, and the method of selection. Firms desiring consideration must submit their response to the RFQ to Rebecca Burkman, Little Rock Water Reclamation Authority, 11 Clearwater Drive, Little Rock, Arkansas 72204, or by email to rebecca.burkman@lrwra.com , no later than 10:00 a.m. on May 22, 2023.

The selection process will conform to the state law defining procurement of professional services, A.C.A. § 19-11-801.
