Description

U.S. Army Contracting Command – Rock Island (ACC-RI) has a requirement for Nomex® Type 457, Sock cuffs used in the Joint Service Lightweight Integrated Suit Technology (JSLIST) Integrated Footwear System (IFS). The JSLIST IFS a common chemical and environmental protective clothing used by the war fighter. They provide foot and ankle protection against liquid chemical and biological warfare agents, water, snow, and mud, in addition to petroleum, oil, and lubricant and flame resistance.





The JSLIST IFS are available in different sizes to ensure the appropriate fit and safety of diverse warfighters. This requirement will be for the following sizes:





XS-M



In accordance with (IAW), Purchase Description titled, "JPMP-PD-IFS-01" dated 24 July 2018 and IAW MIL-SPEC 3735E, Type IV, Class 1 and Class 2, dated 30 November 1988.





L-XXL



IAW Purchase Description titled, "JPMP-PD-IFS-01" dated 24 July 2018 and IAW MIL-SPEC 3735E, Type IV, Class 1 and Class 2, dated 30 November 1988.





A Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) Contract is anticipated. The guaranteed minimum quantity under this IDIQ is 2,500 pairs of each cuff size, XS-M & L-XXL. The maximum quantity for the life of the contract is a combined total of 125,000 pairs.





This procurement will result in a single award to one small business, capable of providing the supplies at the level of quality and quantity required, limited by brand name fabric, Nomex® Type 457 fiber, a blend of 95% Nomex® meta-aramid and 5% Kevlar® para-aramid fibers manufactured by E. 1. Dupont de Nemours & Company. NAICS code 315120 – Apparel Knitting Mills, size standard 500 employees. F.O.B. Destination.





IAW Federal Acquisition Regulation (FAR) 6.302-1(a)(2) and FAR 6.302-1(b)(1)(i), the supplies or services to be ordered are unique or highly specialized by brand name. The Berry Amendment, 41 U.S.C. § 2533a: preference to domestically grown, reprocessed, reused, or produced items related to food, textiles (clothing, threads, fabrics) and hand or measuring tools on procurements over the simplified acquisition threshold (SAT).





The requirement will be competed as a small business set-aside non-commercial solicitation, limiting the yarn fiber by brand name, Nomex® Type 457, to the offeror providing the lowest price technically acceptable.





FAR 6.302-3(b)(1)(i), Nomex® Type 457 fiber created by Dupont. The Protective Cuffs are required to be IAW Purchase Description titled, "JPMP-PD-IFS-01" dated 24 July 2018 and IAW MIL-SPEC 3735E, Type IV, Class 1 and Class 2, dated 30 November 1988. Based on the technical requirements in MIL-SPEC 3735E, Type IV, Class 1 and Class 2, dated 30 November 1988, Paragraph 6.4, “A 95/5 Nomex®/Kevlar® blend fiber manufactured by E.I. Dupont de Nemours & Company (Type 457), has been found to be satisfactory in meeting the requirements.” It has been determined that Nomex® Type 457 fiber, is the only aramid fiber manufactured within the U.S. and Canada, capable of producing these Sock Cuffs IAW with the required military specifications.





ACC-RI intends to issue a Request for Proposal (RFP), W519TC-23-R-2027, IAW FAR Part 15 policies and procedures as a small business set aside on or about March 31, 2023, with a closing date 30 days after issuance.
