This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12405B23Q0004 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07.

This will be a total small business set-aside and the associated NAICS code is 561720 – Janitorial Services with a small business size standard of $19.5M.

The USDA, ARS, SEA, Harry K. Dupree Stuttgart National Aquaculture Research Center (HKDSNARC) has a requirement for 12-month (one year) janitorial service for main building #1, with extension#1A, and building #2. The Contractor shall provide all managerial, administrative, and direct labor and employee training as necessary to ensure custodial (basic cleaning, restroom cleaning, and trash removal) services are performed. Work is to be performed in strict accordance as detailed in attached Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP).

In order to be considered for award, all offerors shall submit:

• Fully completed and signed SF 1449 Offer page providing Solicitation number; Acknowledgement of Solicitation Amendments (SF-30) if any, completing blocks 15A, B, and C of SF-30; Provide SAM UEI Number.


• Quotation on company letterhead detailing the item description, unit price per item, shipping/handling/delivery costs, and total price. Document shall provide detailed pricing breakout in accordance with the CLIN structure and items requested. Quotation must be valid for at least 60 days after receipt of quotation.


• FAR 52.212-3, Offeror Representations and Certification - Commercial Items; The representation and Certification section must be completed electronically in the System for Award Management (SAM) website at www.sam.gov.

Failure to provide the required information in the requested format may result in quotation not being considered for award.

Offeror Submission. Quotations referencing the solicitation number should be emailed only to Monte Jordan at monte.jordan@usda.gov by Tuesday, November 15, 2022, no later than 3:00 p.m. Central Time (CT). No late quotations will be accepted.

Questions. All questions pertaining to this solicitation must contain reference to the solicitation number and all questions will only be addressed by email to monte.jordan@usda.gov on or before Friday, November 11, 2022, by 3:00 p.m. Central Time (CT). Telephone inquiries will not be accepted.

Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting a quotation. Registration is free and you may register online at www.sam.gov.
