Description



Released pursuant to Federal Acquisition Regulation (FAR) Part 10: Market Research, this is a Request for Information.



Purpose: Veterans Health Care Services of the Ozarks | Update Multiple Parking Lots (Lots C, 3G, M, MC, P, Q) | Project# 564-23-702 In an effort to enhance opportunities for Service-Disabled Veteran Owned Small Businesses (SDVOSB) as required by Public Law 109-461, specifically the Veterans First Contracting Program, NCO16 is performing preliminary market research to identify interested, qualified, capable, SDVOSB and VOSB firms possessing the capacity necessary to compete for a VHA procurement opportunity. In case no SDVOSBs or VOSBs possess the capacity, all Small Businesses possessing the necessary capacity are encouraged to provide a response.



Results of the preliminary market research will be used to determine the potential future solicitation s set-aside requirement. This source sought notice is issued solely for informational, market research, and planning purposes. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), Request for Proposal, or a promise to issue a subsequent RFQ/IFB/RFP.



Currently, no solicitation document exists. Issuance of this notice does not establish any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this notice.



At this time, proprietary information is not being requested. Respondents shall refrain from including proprietary information in responses to this notice. The Department of Veterans Affairs anticipates awarding a one time, Firm-Fixed Price (FFP) Contract.



Project Scope Summary: The Contractor must furnish all management, supervision, labor, material, equipment, tools, supplies, consumables, parts, and related services, in accordance with the SOW (Statement of Work), drawings, and specifications required for utility survey and investigation, preliminary drawings, design development, construction drawings, specifications, cost estimates, and construction period services.



The intent is for the design to identify and recommend rehabilitation techniques including, but not limited to, crack sealing, seal coat application, and re-striping to preserve the existing paring lot pavements as well as signage replacement in the parking lots. The design will also include new pavement section alternatives for the existing lots currently identified as gravel that are to be paved.



Additionally , all drawings and specifications to this work will be furnished by VA upon Contractor’s written request to the Contracting Officer (CO). Hard copies of SOW, drawings, and specifications must be the Contractor s responsibility and expense. Contractor is responsible to verify existing and new dimensions, locations, and quantities to complete this project located on the VHSO Main Campus 1100 N. College Avenue, Fayetteville, AR 72703



Requested Information:



1. Interested sources are invited to respond to this source sought announcement by submitting a brief capabilities package.



a. Company Profile: Company profile to include number of employees, annual receipts, number of offices and office location(s), Unique ID number, CAGE Code, and statement regarding small business designation and status.



2. Type of Business: Identify whether your firm is an SBA certified 8(a), SBA certified HUB Zone, SDVOSB, SBA certified WOSB, and/or SBA Certified EDWOSB concern. For more information on the definitions or requirements of these small business programs, refer to http://www.sba.gov.



3. Experience: Submit a maximum of five (5) projects worked within the past five years of similar size, scope and complexity as the work indicated. For each of the contract/project submitted for experience provide the title; location; whether you were a prime or subcontractor; award and completion dates; contract or subcontract value; type of work, scope of work; a brief description of how the referenced contract/project relates to the work described; and customer information including point of contact, phone number, and e-mail address. DO NOT submit basic contracts for IDIQ work, only the Task Orders issued to the basic contract.



The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company’s ability to demonstrate existing, or developed, expertise and experience in relation to this contract.
