Army Contracting Command – Rock Island hereby issues Amendment 01 to RFQ PANROC-24-P-0000 000319 for procurement of roofing materials.

The purpose of Amendment 01 is to provide answers to industry questions.

Q1. Can the decimal measurements be specified?

Answer - Measurements are as follows: 28 ft 7 in on pre-cut R panels, 8 ft 7 in on R panels, 20 ft 4 in Ridge Cap, Rake Trim, and Eave Trim. See revised Attachment 0003 - Product Description.

Q2. What is the roof pitch for the trims to be bent to?

Answer - The roof pitch is 5/12.

Q3. What is the specified trim for the ridge cap, drip edge, and rake trim?

Answer - Universal Ridge Cap, Long Eave Trim, Box Rake Trim.

Q4. Could a 24 - gauge PBR panel be utilized instead of a 22 - gauge?

Answer - Yes, 24GA can be utilized if 22 is not available.

Q5. Can you confirm color of Polar White, Polar White with Blue tint, or Polar Blue?

Answer - Polar White

Q6. The unit says LO, is this the pieces?

Answer - The unit of measure will be EA. See revised Attachment 0001 – Price Matrix

1. The Army Contracting Command - Rock Island hereby issues Request For Quote (RFQ) PANDEM-24-P-0000 000319 in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services and FAR Part 13 Simplified Acquisition Procedures for the procurement of Roofing Materials in support of Pine Bluff Arsenal (PBA).

Description / Quantity:

1.) 22- gauge Purlin Bearing R Panel (PBR) Pre-cut 28ft 7in – Polar, or like color (Quantity 174)

2.) 22 - gauge Purlin Bearing R Panel (PBR) Pre-cut 8ft 7in – Polar, or like color (Quantity 18)

3.) 22 - gauge Wide Ridge Cap for Purlin Bearing (PBR) Panel - 20ft 4in – Polar, or like color (Quantity 13)

4.) 26 - gauge Residential Rake Trim - 20ft 4in – Polar, or like color (Quantity 11)

5.) 26 - gauge Residential Eave Trim - 20ft 4in – Polar, or like color (Quantity 26)

6.) Outside Closures for Purlin Bearing (PBR) Panels 1-1/4" wide by 36" (Foam w/adhesive on one side) (Quantity 200)

7.) Inside Closures for Purlin Bearing (PBR) Panels 1-1/4" wide by 36" (Foam w/adhesive on one side) (Quantity 200)

8.) FlexoVent 1-1/2" thick x 3" wide; Factory applied adhesive 20' (600 FT) – Durable polyester (Quantity 30)

2. This RFQ is a 100% Small Business Set Aside under NAICS code 238160 and Product Service Code: 5650

3. Inspection and Acceptance is Destination. Delivery (Inspection and Acceptance) shall be FOB Destination in one complete shipment to following address:

4. Requested Delivery Schedule:

5. The Government will evaluate quotes based on the Total Evaluated Price (TEP) quoted on the Price Matrix, Attachment 0001 and any other price related factors required by the RFQ. The Total Price for each CLIN is calculated by multiplying the quantity times the Unit Price. The Total Prices for each CLIN are added together to calculate the TEP. Input all unit prices for CLINs on Attachment 0001. Offerors shall quote all line items, failure to quote all items may render the quote non-responsive.

6. Payment for the purchase order will issue by DFAS, via Wide Area Workflow (WAWF) DFARS Clause 252.232-7006.

8. Quotes shall remain valid for 30 days.

10. EVALUATION and AWARD: The Government anticipates awarding a single award Firm Fixed Price purchase order as a result of this RFQ to the responsible, responsive offeror with the lowest TEP. The Government reserves the right to award no contract at all depending on the quality of the quotes, prices submitted, and the availability of funds.

11. QUESTIONS: All submissions for questions pertaining to this RFQ shall be in writing to and Sharla Rath, Sharla.m.rath.civ@army.mill by 26 February 2024.
