a). The purpose for this amendment is to publish answers to questions and change the Contract Specialist from Joseph Kelly to Harvetta Taylor.



b). The question and answer is as follows:



1. QUESTION: "For delivery according to what I have read you would like the ice delivered every 3 days. Which would make the days for delivery June 14, 17, 20, 23, 26 and 29. The question is on the 29th are you asking for another 3 days of supplies which would total 1305 bags of 20 LBS ice? Or would you just need ice on that day for one day? Which would mean on the 29th you would like 435 20 LBS bags of ice delivered."



ANSWER: June 29th is the last day of training; therefore, no additional ice will be needed beyond this date.



2. QUESTION: "For deliveries, would the exact address where it need to be delivery be given to the person who is awarded the contract? Or is this something you would let me know ahead of time?"



ANSWER: The Delivery address is listed in Item 6 of the SOW, the LRC at FT Chaffee, AR. The contractor will be in contact with the Contracting Officer's Representative (COR) should additional information or directions are to be given.



3. QUESTION: "What does the area look like where the ice would need to be delivered. Is it flat, would we need to take stars, is there a loading dock, etc.."



ANSWER: The Contractor will be able to back up to a loading dock in front of the Freeze, so that the Contractor can use a pallet jack to move the ice from the truck into the freezer.



c). THE PROPOSAL DUE DATE IS EXTENDED TO MAY 18, 2023 AT 2:00 P.M. CST.



d). Proposals are to be emailed to Harvetta Taylor at harvetta.r.taylor.civ@army.mil on or before May 18, 2023 not later than 2:00 p.m. CST.

COMBINED SYNOPSIS/SOLICITATION:



1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



2. The solicitation number is W912L6-23-R-4565 issued as a Request For Proposal (RFP) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-02 dated March 16, 2023. The FAC and FAR are available at https://www.acquisition.gov .



3. This solicitation is a Small Business Set-Aside. The North American Industry Classification System (NAICS) code 312113, Ice Manufacturing with a small business size of 750 number of employees. The Product and Service Code is 8960, Beverages, Nonalcoholic.



4. This acquisition currently has no Defense Priorities and Allocations System (DPAS) ratings.



5. It is the Government’s intent to award a Firm Fixed Price (FFP) contract for the delivery of ice every three days to Fort Chaffee, AR to support the training units.



6. Award shall be made on the basis of Lowest Price Technically Acceptable (LPTA) evaluation to the Contractors who meets or exceed the technical requirements stated in the in accordance with the Statement of Work (SoW).



7. This acquisition currently has no Defense Priorities and Allocations System (DPAS) ratings.



8. The Offeror is required to have a current and active registration in the System for Award Management (SAM) website, https://sam.gov at the time the proposal is submitted and not in a “pending” status.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.



(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.



(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.



(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)



(a) Definitions. As used in this clause—



“Department of Defense Activity Address Code (DoDAAC)” is a six-position code that uniquely identifies a unit, activity, or organization.



“Document type” means the type of payment request or receiving report available for creation in Wide Area Work Flow (WAWF).



“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.



“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.



(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.



(c) WAWF access. To access WAWF, the Contractor shall—



(1) Have a designated electronic business point of contact in the System for Award Management at https://sam.gov; and



(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.



(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.



(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.



(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:



(1) Document type. The Contractor shall submit payment requests using the following document type(s):



(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.



(ii) For fixed price line items—



(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
