Description

This solicitation is for the government’s requirement for the acquisition of a Cargo Handling and Airdrop Training Load Storage system (CHATLS) within the new Joint Loadmaster Training facility (Bldg 618) at Little Rock AFB AR in direct support of C-130J Loadmaster Formal School Qualification training.



INSTRUCTIONS TO OFFERORS



1. In order to be determined responsive, all quotes must be complete on the SF 1449, responding directly to the requirements of this solicitation and sent to the identified POC's email. A complete quote consists of the following:



a) Complete the unit price and extended price (under "Supplies or Services and Prices/Cost"), complete blocks 12 and 17a, and complete/sign blocks 30a, 30b, and 30c.



b) Fill in required provisions and clauses. FAR 52.204-24 must be completed. If the annual certification has been completed in the System for Award Management (SAM), FAR 52.212-3 does not need to be completed.



c) All vendors must have an active registration in SAM at time of quote submission.



2. A responsive quote will include the following documents and information:




  • Detailed breakdown of proposed price.

  • Timeline for delivery and installation.

  • Information regarding similar contracts held at other Federal installations.

  • A statement of capability.

  • Quotes in response to this solicitation must be submitted via email to the Contract Specialist and Contracting Officer listed above no later than 10:00 AM (CDT) Thursday, 30 August 2023.



3. A site visit will be held at Little Rock AFB, AR at 08:00 AM (CDT) Thursday, 17 August 2023. Please RSVP for the site visit NLT 10:00 AM (CDT) Thursday, 10 August 2023. Contractors must bring their own personal protective equipment (PPE) to the visit, to include hard hat, reflective vest, eye protection, and protective toe shoes.



4. All questions are due via email to all POC's listed on the solicitation NLT 12:00 PM (CDT) Monday, 21 August 2023. Answers will subsequently be posted on SAM.gov, on or about 24 August 2023.
