AMENDMENT 00001 - QUESTIONS AND ANSWERS:



The purpose for this amendment is to publish the questions asked along with the answers. This amendment DOES NOT extend the proproposal due date of 04/24/2023 at 2:00 p.m. CST.



1). QUESTION: "the meal counts there were different columns for each meal (example- Breakfast DFAC and Breakfast Meremite, same with dinner). Could you explain the difference between these two items? I want to make sure I fully understand before submitting our quote."



ANSWER: The columns are to reference the breakdown of the breakfast and dinner meals to be served at the DFAC and packaged in the Meremite/Insulated Food Containers (IFC), by units. The Meremite/IFC meals are to be ready for pickup by the units not later than (NLT) 0400 hrs for the breakfast meal and 1600 hrs for the dinner meal as stated in the Performance Work Statement (PWS) at paragraph 5.2.7.2 through 5.2.7.4.2.



Example:



20 Jun 2023 – DFAC Breakfest-220 meals ready to serve at the DFAC; Meremite/IFC Breakfast – Contractor to prepare and package 400 meals, by the number of meals per unit, in the Meremite/IFC ready for pickup NLT 0400 hrs.



20 Jun 2023 – DFAC Dinner-220 meals ready to serve at the DFAC; Meremite/IFC Dinner – Contractor to prepare and package 400 meals, by the number of meals per unit, in the Meremite/IFC ready for pickup NLT 1600 hrs.



2). QUESTION: “the kitchen is available just for preparation and serving, not for cooking correct?”



ANSWER: The DFAC kitchen is NOT available for cooking meals. The DFAC is ONLY to be used for food prep and serving meals to the soldiers.



3). QUESTION: “Do you require a caterer to cook onsite in a mobile kitchen? Or can they cook at their facility and deliver the meals?”



ANSWER: The Contractor is required to cook onsite in a mobile kitchen. Offsite cooking is NOT acceptable. See Paragraphs 3.1.2 and 4.1 of the PWS.



4). QUESTION: “Is this a new requirement or an existing requirement?”



ANSWER: This is a new stand-alone requirement with a short period of performance, 14-29 June 2023. The requirement is not a permanent nor on-going beyond the end date of 29 June 2023.



5). “How many incumbents are there performing this work?”



ANSWER: Not applicable, see the answer at Question 4.



6). QUESTION: “What are the incumbent names, contract #s, and revenues received under the incumbent contract?”



ANSWER: Not applicable, see the answer at Question 4.



7). QUESTION: “How many FTEs were on the previous contract? Has the PWS Changed?”



ANSWER: Not applicable, see the answer at Question 4.



8). QUESTION: “What did you like about the previous contract? Dislikes?”

9). “What is the estimated budget for this opportunity?”



ANSWER: The estimated budget is non-disclosable at this time.



10). QUESTION: “What are your Key Performance Indicators?”



ANSWER: The key performance indicators are the Contractor’s ability have a mobile kitchen that has passed the state inspection, a Contract Manager (per Paragraph 1.4.8), staffed to support the requirement of PWS, quality of the food, and all aspects of the PWS.



11). QUESTION: “If we have a teaming agreement with a subcontractor, does the subcontractor's experience count as experience for the prime?”



ANSWER: The Sub-contractor’s experience will NOT count as the Prime Contractor’s experience. The Prime Contractor must provide its own experience showing performance under this type of requirement.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and proposals are being requested.



This acquisition currently has no Defense Priorities and Allocations System (DPAS) ratings. The Offeror is required to have an active registration in the System for Award Management (SAM) located at https://sam.gov .



The solicitation number is W912L6-23-R-4195 issued as a Request For Proposal (RFP) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 13, Simplified Acquisition Procedures, and FAR Part 37, Service Contracting. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-02 dated March 16, 2023. The FAC and FAR are available at https://www.acquisition.gov/FAR .



This combined synopsis/solicitation is a 100% Small Business set-aside. The North American Industry Classification System (NAICS) code 722320, Caterers with a size standard of $8.0 Million; Product Service Code (PSC) is S203, Housekeeping - Food.



The Contractor shall provide all necessary labor, materials, supplies, equipment and supervision for the preparation, delivery, and serving of prepared meals to support the training units at Fort Chaffee, AR (Sebastian County) from 14 – 29 June 2023 for the breakfast and dinner meals in accordance with the Performance Work Statement (PWS).



The Government intends to award a Firm Fixed Price (FFP) contract based on Lowest Price Technically Acceptable (LPTA) for prepared/catered meals. The Offeror’s technical proposal will be evaluated “Acceptable” or “Unacceptable”. An award will be made resulting from this RFP to the responsible Offeror whose proposal is conforming to the RFP. The Offerors shall submit a technical proposal that will demonstrate the capability of providing the services stated in the Performance Work Statement (PWS).



The award will be subject to the Service Contract Labor Standards statute. The U.S. Department of Labor Service Contract Labor Standards Wage Determination is number 2015-5141, Revision 22 dated 12-27-2022.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.



(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.



(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.



(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)



(a) Definitions. As used in this clause—



“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.



“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).



“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.



“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.



(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.



(c) WAWF access. To access WAWF, the Contractor shall—



(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and



(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.



(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.



(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.



(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:



(1) Document type. The Contractor shall submit payment requests using the following document type(s):



(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.



(ii) For fixed price line items—



(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
