Notice of Intent to Award an 8(a) Sole Source Procurement to Polk & Associates LLC

This is a notice of intent of the U.S. Army Corps of Engineers, Memphis District, Contracting Branch to negotiate a sole source award with Polk & Associates LLC, 417 Welshwood Drive Suite 310, Nashville, TN 37211-4248.

This contract action was accomplished using other than competitive procedures, because a statute exists that expressly authorizes or requires that this acquisition be made from a specific source or through another agency; specifically, FAR 6.302-5(b)(4) for sole source awards under the 8(a) program 15 U.S.C.637(a) and in accordance with 13 CFR 124.1-1(c) and FAR 19.8.

The MRL-M Levee Slide Repairs Project includes furnishing all plant, labor, materials and any incidental related work according to the plans and specifications for repairing a total of 11 levee slides and 4 depression/ rutting areas that will be repaired on this Contract. The approximate range of the levee slide widths are from 20 ft to 365 ft. The approximate range of the depression/ rutting areas are from 30 ft to 90 ft. This project will use the waterside levee toe, within the construction limits of each slide or rutting area, for all borrowed material. The work for this project is located as indicated on the plans, in the following counties: Desoto County, MS, Coahoma County, MS, Crittenden County, AR, Phillips County, AR and Mississippi County, AR. The exact location will be indicated on the contract drawings. The intended period of performance is 230 (two hundred thirty) days from time of notice to proceed. The proposed action will result in a firm-fixed price contract.

The North American Industrial Classification System (NAICS) Code is 237990 (Other Heavy and Civil Engineering Construction) with a Small Business size standard of $39.5M. The estimated value of this project is between $500,000.00 and $1,000,000.00.
