Army Contracting Command – Rock Island hereby issues Amendment 01 to

RFQ PANROC-23-P-0000007295 for 12.5 Ton Packaged HVAC Units.

The purpose of Amendment 01 is to provide answers to industry questions.

Q1. Please confirm this requirement is for equipment purchase only?

A1. Yes this is for equipment purchase only.

Q2. Will the government be responsible for installation of equipment?

A2. The Government will install and start up the units once they are delivered.

Q3. Does factory start-up need to be included in the contractor proposal/pricing?

A3. The Government will install and start up the units once they are delivered.

Q4. Does the government have a preferred OEM to ensure system and facility compatibility?

A4. No, however the item must meet the stated minimum requirements from the product description.

Q5. Do these units require rooftop curbs?

A5. This will be answered in the future.

Q6. My business is registered as a small business but I plan on purchasing from a large non-small business manufacturer of the equipment, is this allowed?

A6. Yes, the Non-Manufacturer rule does not apply to orders below the Simplified Acquisition Threshold ($250,000).

Q7. Could you send me site visit information for the project?

A7. A site visit is not necessary since the contractor will not perform any work on site.

Q8. Can you clarify if this unit requires hot gas reheat?

A8. Yes, these units require Hot Gas Reheat.

The date and time for proposal submission remains unchanged.

Addendum to 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (SEP 2023)

1. This combined synopsis/solicitation for commercial items is prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

2. The Army Contracting Command - Rock Island hereby issues Request For Quote (RFQ) PANROC-23-P-0000 007295, for the procurement of Heating Ventilation and Air Conditioning (HVAC) Units IAW Attachment 0001 “HVAC Purchase Requirements PANROC-23-P-0000 007295”.

3. This RFQ is a 100% Small Business Set Aside, IAW FAR 19.502-2(a), under NAICS code 423730 with size standard for small business of 175 employees. Product Service Code: 4120.

4. Inspection and Acceptance is Destination. Delivery shall be FOB Destination to the following address:

5. Requested Delivery Schedule:

The complete system shall be delivered no Later than 120 days after date of contract.

6. Evaluation and Award: The Vendor shall use Attachment 0002 – “Price Matrix PANROC-23-P-0000 007295” to submit its price quote. The Government will evaluate quotes based on the Total Evaluated Price (TEP) quoted on the Price Matrix, The Total Evaluated Price for the CLIN is calculated by multiplying the quantity times the Unit Price. Offerors shall complete the Price Matrix in its entirety; failure to do so may render the quote non-responsive.

The Government anticipates awarding a single award Firm Fixed Price purchase order as a result of this RFQ. The Contract will be awarded in accordance with FAR 52.212-2 to the Lowest Price Technically Acceptable, responsive, and responsible contractor whose price is determined to be fair and reasonable. The Government reserves the right to award no contract at all depending on the quality of the quotes, prices submitted, and the availability of funds.

7. FAR 52.212-1 Instructions to Offerors-Commercial Items, and any addenda to this provision, are applicable to this acquisition IAW Attachment 0001- “HVAC Purchase Requirements PANROC-23-P-0000 007295”.

8. FAR 52.212-2 Evaluation – Commercial Items, and any addenda to this provision, are applicable to this acquisition.

9. Offerors shall submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications-Commercial Items with its offer.

10. FAR 52.212-4 Contract Terms and Conditions – Commercial Items, and any addenda to this clause, are applicable to this acquisition.

11. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and any of the FAR Clauses marked, in the full text FAR 52.212-5 included below, are applicable to this acquisition.

12. This acquisition is not rated in the Defense Priorities and Allocations System.

13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-02, published 22 December 2023, and Defense Federal Acquisition Regulation, effective date 22 January 2024.

14. Payment for the purchase order will issue by DFAS, via Wide Area Workflow (WAWF) DFARS Clause 252.232-7006.
