Description

The purpose of this notice is a Sources Sought Synopsis and is to assist in our decision-making process for a service procurement. This is not a solicitation, nor a request for quotes or proposals. Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. The Arkansas Army National Guard is is conducting market research to identify potential small business vendors that can provide the general requirements summarized below and identified in the attached draft Performance Work Statment.



The Arkansas Army National Guard (AR ARNG) has a requirement to provide behavioral health consultation services for AR ARNG service members and their families (SM/FM), thereby promoting mental fitness and personal wellness for operational readiness and reintegration to civilian life.



The contractor shall provide services between the core work hours of 0800 and 1630 Monday through Friday, unless specified otherwise for a Medical Readiness Event. (MRE). MRE’s are typically held on a monthly basis, and may result in up to 15-18 events per year depending on the AR ARNG operational requirements. Contractors shall be expected to work MRE weekends and shall flex the work week before or after the MRE. The contractor shall provide 24/7/365 access to clinically appropriate consultation and referral recommendations. These services may be conducted in-person, telephonically or by email. There will be no overtime pay; duties should be accomplished during 40-hour work week. Contract services shall not be provided on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings.

Before responding, please carefully read and consider the following:




  1. As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, “At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.” See FAR 52.219-14 available in full text at https://www.acquisition.gov/far/part-52

  2. The Service Contract Act will apply.

  3. Invoices will only be accepted on a monthly basis.
