Description

The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to design, build, & install an uninterrupted power supply system as described below. The contractor shall perform to the standards in this contract.

The contractor will provide installation and warranty services at building 239 on Little Rock Air Force Base, work shall be completed within 120 Days After Date of Contract.

· Provide delivery, assembly, and installation services.

· Provide an equipment layout on floor for the server room.

· Provide and label all installed equipment.

· Must provide copies of electrical drawings, diagrams and final install modifications upon project completion.

· Must install new UPS system, reroute existing UPS input feed, interconnect of UPS bypass and UPS main system, and reroute conduit to new output panel.

· Provide all necessary supplies to include wiring.

· Provide project management.

· Will coordinate electrical requirements with contractors.

· Ensure that all components and equipment needed for installation and removal will have the ability to pass through standard 32” doorways without modifications.

· New UPS must fit within existing comm room and available space (Site Visit Encouraged)

· Must decommission, remove, and dispose the existing UPS.

· Must be capable of power supply required to electronic ECC systems in the event of power failure to BLDG 239.

· Provide UPS cabinet and Bypass cabinet.

· Provide and install a minimum 25KVA/25KW UPS.

· Must have Safe-swap, slide in / slide out Power Module with rear connector. Includes fan box for easy replacement.

· Must have Modular Static Switch to allow replacement without installing an external bypass.

· Must have Internal Maintenance Bypass

· Provide and install the battery system capable of 90 minutes of runtime @ 3kW load - 6.9 minutes of runtime @ 25kW rated to a 10 year battery design life with Two (2) High-capacity, Long life VRLA Modular Smart battery strings

· Provide and install a maintenance bypass cabinet with input transformer rated at 25kW isolating the UPS completely during service operations for 480V In, 208V Out.

· Must have the physical ability for front access only.

· Must provide UPS startup, equipment labeling and closeout documents.

Must provide 1 years of factory warranty to the system



FAR 52.212-1 Instructions to Offerors--Commercial Products and Commercial Services.

INSTRUCTIONS TO OFFERORS

1. In order to be determined responsive, all quotes must be complete on the Combined/Synopsis Solicitation, responding directly to the requirements of this solicitation and sent to all the identified POC's email.

A complete quote consists of the following:

a) Complete the unit price and extended price (under "Pricing Schedule" on Page 4 of the Combined/Synopsis Solicitation),

b) Fill in required provisions and clauses. FAR 52.204-24 must be completed. If the annual certification has been completed in the System for Award Management (SAM), FAR 52.212-3 does not need to be completed.

c) All vendors must have an active registration in SAM at time of quote submission.





2. A responsive quote will include the following documents and information:

• Detailed breakdown of proposed prices.

• Detailed project outline & timeline for delivery and installation.

• Strict adherence to the completion date listed on the solicitation is required.

• Information regarding similar contracts held at other Federal installations (if applicable).

• A statement of capability.

• Quotes in response to this solicitation must be submitted via email to the primary and secondary POC’s listed on SAM solicitation no later than 10:00 AM (CDT) Tuesday, 19 September 2023.





3. A site visit will be held at Little Rock AFB, AR at 09:00 AM (CDT) Thursday, 14 September 2023. All contractors will meet at the Little Rock AFB Visitor Center before visiting the place of performance. Please RSVP for the site visit NLT 09:00 AM (CDT) Wednesday, 13 September 2023. If no RSVPs are received by the time specified, then the site visit will be cancelled.





4. All questions are due via email to all POC's listed on the solicitation NLT 02:00 PM (CDT) – 15 September 2023. Answers will subsequently be posted on SAM.gov.
