The Department of Veterans Affairs, Veterans Health Care System of the Ozarks (VHSO), intends to solicit proposals from contractors, to provide community-based outpatient care to veterans being serviced in the Harrison, Arkansas area. The number of veterans requiring outpatient care will fluctuate and cannot be adequately determined at this time (estimated that there is a population of under 2,000 Veterans in the area). The VA anticipates issuing a solicitation for this requirement on or about 28 July 2023, with a closing date for proposals on or about August 28, 2023. The solicitation will be available for download from https://sam.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the System for Award Management (SAM.gov) website so that they are notified of the issuance of the solicitation and any amendments.
The contractor shall provide, at the contractor's facility, all necessary personnel, supervision, facilities, space, equipment and supplies to provide community-based outpatient care as listed in the Performance Work Statement. The purpose of the solicitation will be to obtain proposals from contractors who can provide community-based outpatient care for veterans receiving care in and around the Harrison, AR area. The resulting contract will have a base term anticipated to be from 1 April 2024 30 September 2024, with options for four additional one-year terms exercisable at the discretion of the Contracting Officer. Estimated to have a period of performance of 1 April 2024 30 September 2028.
The Government will use a best value source selection method and anticipates making an award of firm-fixed price, indefinite delivery, and indefinite quantity contract for this requirement.
PSC Code Q201 Medical General Health, North American Industry Classification System (NAICS) Code is 621498 All Outpatient Care Centers, and size standard is $25.5 Million, This solicitation will be issued as a SDVOSB set aside. All responsible sources may submit proposals which shall be considered by the Agency. To be eligible for award, contractors must be registered in SAM (System for Award Management) database (information on registration requirements can be obtained by the Internet at https://www.sam.gov. Please hold questions until the actual release of the solicitation. All potential offerors are encouraged to read over the entire solicitation package including attachments before submitting questions. NO TELEPHONE REQUESTS WILL BE ACCEPTED. All responsible offerors are invited to submit an offer which shall be considered by the agency. All interested companies must be registered in SAM (http://www.sam.gov/) to be eligible for award of government contracts. Service-Disabled Veteran Owned Small Businesses (SDVOSB) must be registered in VetCert (https://veterans.certify.sba.gov). It is the responsibility of the offerors to check the website periodically for any amendments/notices to the solicitation. No individual notification of amendments/notices will be provided.
